Top officials told the Excelsior that immediate concern of the youth of Ladakh as well as their representatives that posts of the gazetted officers should be filled is going to be addressed soon. All formalities have been completed and an announcement in this regard is expected to be made soon, they said.
No recruitment in the gazetted cadre has been made ever since Ladakh was made a Union Territory on August 5, 2019 after being bifurcated from erstwhile State of Jammu and Kashmir initially in the absence of rules and then no decision on the recruitment agency.
There were certain concerns over recruitment of gazetteddd officers from the Union Public Services Commission (UPSC). Representatives of Ladakh initially asked for dedicated PSC for Ladakh but now they indicated that they will also settle for recruitment through Jammu and Kashmir PSC.
Officials in Ladakh, however, said that a via-media has been worked out for recruitment of the gazetteddd officers and an announcement in this record will be made very shortly. Recruitment rules are already in place and vacancies of the gazetted officers have also been identified. Once the recruitment agency is notified, the vacancies will be advertised and filled, they said.
The decision comes as a big relief for the youth of Ladakh some of whom may have turn overage because of delay in recruitment for the gazetted cadre posts. Nearly five and a half hours have passed with no recruitment to the posts of the gazetted officers.
A number of officers of Jammu and Kashmir Administrative Services (JKAS) and Jammu and Kashmir Police Services (JKPS) besides others are posted in the Union Territory of Ladakh on deputation.
“Once Ladakh gets its own gazetted officers, the JKAS and JKPS officers are expected to be repatriated. Presently, the JKAS and JKPS officers and other staff from J&K is serving in Ladakh for a period of two to three years tentatively,” the sources said.
The talks between the Union Ministry of Home Affairs with Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) resumed on December 3, 2024 and next round of talks is scheduled for January 15.
A major breakthrough eluded in the talks on December 3 though there was broader agreement that 95 posts will be reserved for the people of Ladakh.
However, LAB co-chairperson Chering Dorjay Lakruk told the Excelsior that they have not received any order in writing. Further, agenda for January 15 meeting has also not been released so far, he said.
LAB and KDA have been demanding Statehood, Sixth Schedule status, dedicated PSC and two Lok Sabha seats for the Union Territory of Ladakh.
Union Minister of State for Home Nityanand Rai had chaired the High Powered Committee (HPC) meeting in New Delhi on December 3 which was attended by senior officers of the Ministry of Home Affairs, UT Ladakh administration and representatives and LAB and KDA.
