Majority and Minority

Sir,
All the mainstream political parties of the Jammu and Kashmir State namely, the Indian National Congress, the Jammu and Kashmir National Conference, the Bartiya Janta Party, The Peoples Democratic Party have their minority cells to look into the affairs of the minorities of the state. My question is: Who is the minority in the State of Jammu and Kashmir State?
The Constitution of the State is yet to incorporate the term “Secular” in its preamble despite the fact that much water has flown down the Jhelum and the Tawi since the same was done by the Parliament of India under Constitution Amendment Act 1976 incorporating the term “Secular” in the Preamble of the Indian Constitution.. The Minority Act passed by the Parliament in 1992 is yet to be extended to the Jammu and Kashmir State and the state has no minority commission of its own nor has the Union Minority Commission any jurisdiction over the state. It is, therefore, a matter of concern that the said political parties of the state are misleading the people by saying that their so-called minority cells are concerned about the affairs of the minorities. The minorities in the state are yet to be defined.
I also fail to understand as to how a section or sections of a secular polity can be termed minority. In a secular polity there is no state religion and also religion has no role in politics then who is a majority and who a minority? The constitution of India has not defined Minority but only given right to religious minorities to run their educational institution to preserve their language and culture. The minority and majority is a theocratic concept for those professing state religion form the majority and those not professing the same the minority.
