This refers to article “Make PSGA workable” by Dr Raja Muzaffar (Daily Excelsior 15.1.2020). J&K has the credit of taking a lead in enacting Public Services Guarantee Act around 9 years back. Many other states like Bihar , Maharashtra , Orissa later on followed J&K. When we see implementation of this law in J&K it is not upto the mark and author has quoted some instances also vis a vis Ganderbal district. It is a welcome step that J&K PSGA 2011 has been given a legal protection post article 370 abrogation. Will the Union Territory Administration play its role to implement this Act in J&K? I would suggest that some amendments be made in this law so that there is a provision of an independent commission that would penalize the officers not implementing PSGA. As of now the role of 2nd appellate authority lies with the senior Govt officers who always try to protect their juniors.
