Making and braking promises

4145 Panchayats, ten lakh rupees per panchayat, 414.5 crore rupees in all annually, oh, mind boggling figures indeed these are. Jairamdas Daulat Ram, the Union Rural Development Minister, in accompaniment of Congress General Secretary Rahul Gandhi, and later on reiteration of the provision for hefty amount by Congress stalwart Ambika Soni in her capacity as in-charge J&K all made the State Chief Minister and his team shine with achievement to practice the idea of devolution of power by distributing the largesse among the panchayat representatives. But so far these promises are hollow like many others made to the Government and the people. The Central Government is hypocritical enough in not telling the State Government that it has doubts whether the money will reach genuine recipients or will evaporate during transmission. This is in spite of the fact that the State Government has agreed that the Centre distribute the money directly to the recipients without an intermediary. This is not the only centrally sponsored scheme that has met the fate of inordinate delay and loss of utility. There are other schemes also and we have been reflecting public opinion on these from time to time.
