Mansar Lake in utter negligence

I happened to pass through Mansar today and couldn’t help stopping by the pristine lake for a few minutes, just to soak in the mesmerising view.
But to my utter dismay, I discovered that the famous tourist destination is in a complete state of neglect. Nobody seems to have cleaned the place for weeks, it appears. All around the lake, discarded polythene bags, wrappers of potato chips, unemptied and overflowing trashcans proved to be a constant eye sore.
The sprawling lawns haven’t been mowed for weeks, and the once beautiful hedges now tell a tale of utter neglect.
This beautiful lake is the pride of Jammu region and draws thousands of tourists all round the year. The schools and colleges from the neighbouring districts choose this destination for their annual picnics. The authorities need to ensure the place is maintained properly even though they are having to deal with dire circumstances on various fronts due to the Covid 19 pandemic.
Hope the concerned authorities would wake up to this state of negligence and maintain this lake everytime.

Slip road at Pawan Ice Cream Crossing
I intent to draw the attention of the concerned authorities towards the chaotic situation of traffic at the Pawan Ice Cream Crossing especially during the rush hours. The construction of Flyover on Akhnoor road has let the authorities shift in the traffic on the link road along the left bank of the canal from Toph Bridge to Pawan Ice Cream Crossing which is a welcome step. But during rush hours the commuters going towards Bakshi Nagar from Akhnoor road are stuck at Pawan Ice Cream Crossing for pretty good duration of time daily. There is a chaotic situation at this Crossing daily. Most of these commuters are office goers and lose a lot of time there. To ease this situation I have a suggestion to make. There is an big chunk of Government land lying defunct on the left side of the road just opposite the National Wine Shop. This land can be utilized for making a slip road from the Link road on left bank of Canal towards Bakshi Nagar. This will be a great step towards easing the traffic jam at this Crossing.
I urge the authorities to kindly consider this suggestion for the greater good of the community.

Upgrade Bhour Camp Post Office
There was a small common Post Office doing its business since 1950-60 in Village Bhour Camp for the people living in Ward No. 1 &2, Bhour Camp, Kothey Bhour, Kothey Juma Ram, Shumali Mohalla, Bhour Pind, Chatha Pind, Tube Mohalla and Chatha Farm. It was upgraded during the period and some attractive facilities were available in this Post Office. Now it was the time for its further upgradation. But instead of upgrading it, Postal Department downgraded it and all the facilities available to the local people have been withdrawn. Hence, public in general and old age females/males and student community in particular have been put to face hardship in operating Postal Services, creating a resentment among the people of the areas. Looking forward and hoping positive as Postal Department is providing services to doorsteps. Post Master General, Postal Department, Jammu and Kashmir is requested to upgrade Post Office of the village Bhour Camp to the status of Sub Post Office for the welfare of society.

Cleanliness drive in upper Barnai
This is to draw the attention of the JMC authorities towards a cleanliness drive in Ward No. 65, Upper Barnai. The drive has become necessary in view of Covid-19 times, and insanitary conditions prevailing in the Ward. These days the garbage dumps in and around the ward have become fertile grounds of mosquitoes breeding and may prove to be a health hazard.
The JMC authorities are requested to do fogging in the area to prevent diseases from spreading in the area.
Hope the authorities won’t delay in carrying and fogging and cleanliness drive in the area.

Constitute Consumer Forums
As a matter of fact, a healthy movement for protection of rights of consumers in erestwhile J&K state had picked up its own momentum during last few years and much progress was achieved with constitution of District Consumer Forums in each district and a full fledged State Consumers redressal commission. Sizeable number of cases pertaining to consumers were being decided on daily basis in such forums within four corners of J&K consumer protection Act, 1987. After reorganisation of J&K state by an Act of Parliament a catastrophic situation seems to have arisen for Consumers of this part of India as people are deprived of their consumer rights continuously for more than one year. The J&K Consumer Protection Act, 1987 came to be repealed and jurisdiction of Consumer Protection Act, 2019 (amended Act) which is a central legislation became applicable to JK union territory, however till date administration has not been able to constitute the District Forums and State Commission as consumer redressal agencies/forums despite notification of the rules and the Act as a result of which thousands of cases in earlier constituted Forums and also in Commission are pending rather lying unattended. The consumers whose cases were pending at the time of closure of these Forums didn’t have any information regarding fate of such cases and files. In these Forums huge amounts were deposited to which number of consumers are entitled to receive but due to inaction on part of administration rightful consumers have been deprived of such deposited amounts. A situation of chaos and confusion prevails qua rights of consumers after reorganisation of erstwhile state and the administration has even failed to comply with directions of Hon’ble High Court vis-a -viz constitution of consumer Forums in UT. There appears no head way in direction to constitution of such Forums by the administration which is a grave issue for common people who are left with no option to agitate their rights provided under the Consumer Protection Act, 2019. Government of UT though seems to be very vocal as to redressal of greviances of people but at the same time showing indifferent attitude by not taking initiative for constitution of Consumer redressal agencies/forums as provided under the Consumer laws.
The people can’t be deprived of the rights for a long period of time in a democratic set up and hopefully administration under present LG will take cognizance of the relevant issues and initiate process of constitution of Consumer Forums in UT.

Gole- SOS- Bhagwati Nagar road in shambles
Residents of Gobind Nagar (Gole)-SOS- Bhagwati Nagar and its adjoining areas are aggrieved over the dilapidated condition of Gobind Nagar-SOS-Bhagwati Nagar road which is in deep shambles since long time thus causing great inconvenience to the public. The road stretch from Gobind Nagar to Bhagwati Nagar at spots is dotted with pot holes, lack of proper drainage system which cause huge inconvenience to the commuters. During the period of outbreak of Corona Pandemic most of the vehicles moving on the main Talab Tillo road have been diverted through this route creating huge rush of vehicles resulting thereby in every apprehension of accidents.
The road has developed ditches and potholes at place making the journey in vehicles treacherous and risky especially for patients, children old age persons as well as pregnant women.
Due to pathetic condition of the road, students and employees face immense hardships to reach their destination. This road not only links Govind Nagar with Bhagwati Nagar but also provides connectivity to the existing population of several villages and joining areas of tehsil and district Jammu.
So bad is the condition of this road that several people have complained to the concerned authorities that their vehicles have suffered damages especially during rainy season when the ditches/potholes so developed get filled with rain water.
Hence the concerned are requested to repair this road so that the vehicles plying on this road may be saved from further damages and public could also feel a sigh of relief.

Plea to Transport Department
Transport Department after many confirmations from Finance Department, Pollution Deptt is not issuing any final instructions with regard to the extension of old vehicles that lived their life upto 15 years or are going to expire for reasons best known to the authorities. Earlier it was considered by the Pollution Control Board who have given their consent Viz. to allow the vehicles for one year initially, later in piece meals for six months amounting for 3 years which comes to 18 years.It is not known as to why the authorities are silent over such an issue which is crucial in the sense as to how these vehicles in thousands are going to ply without its extension that too without its insurance etc. The silence of the Transport authorities are just creating problems for the public by not adhering to its latest decisions and asking people to apply for the extension within the above norms.It may not be out of context to say that if God forbid any accidents occurs then it will be a hectic job for the police and the traffic police besides to the individual to solve any matter without proper papers and insurance etc., it will become a big lapse on the part of transport authorities who are delaying this issue now. TheTransport authorities should come up without delay to decide whether to allow extension or not so that the public decides likewise. I therefore request to the transport authorities to see to it without any further delay.
