MHA asks State to expedite recruitment of migrants, transit accommodations

JAMMU, Feb 2: The Centre has urged the State Government to expedite the process of construction of 6000 transit accommodations at different places in Kashmir valley and recruitment of 3000 more posts sanctioned under PM’s return and rehabilitation package for militancy hit people from Valley.
The instruction were given in a review meeting convened by Ministry of Home Affairs  (MHA) on the progress made by the State Government on the PM’s return and rehabilitation package of militancy hit people from Kashmir valley to a high level team of State Government officers in New Delhi today.
The MHA in the meeting was represented by Joint Secretary, Home Affairs incharge Kashmir, Mr Punani, Director MHA Kashmir Affairs, S C Karol and Under Secretary, Home Affairs, Mr Bhardwaj while the State Government was represented by  Principal Secretary, Relief and Rehabilitation, Sandeep Naik and Relief and Rehabilitation Commissioner, R K Pandita. Besides, the Deputy Commissioner, Delhi Central was also present in the meeting.
According to sources, during the meeting the Union Home Ministry sought the detailed progress report on construction of 6000 transit accommodations for the displaced youth to be posted in Valley after their recruitment under PM’s employment package as well as on the appointment of  3000 more migrant youth under PM’s 6000 job package announced in year 2008.
The Union Home Ministry issued directives to the State Government to expedite the process in this regard so that there is no more delay, sources added.
Sources said that Home Ministry also issued instructions to State Government to ensure the posting of female migrant employees working in Valley near the district headquarters instead of far off areas in view of the concern shown by these employees. Directives were also issued to State Government to ensure speedy payment of Medical Corpus Fund to ailing migrant patients, grant of benefits to migrants putting up at Delhi NCR at par with other migrants at Jammu and ensure the bifurcation of ration cards of larger families as demanded by them.
The State Government representatives while briefing the MHA officials during the meeting informed that process for identification of land for 6000 transit accommodations for the displaced employees in the Valley is on and the concerned DCs have been assigned the job in this regard. Moreover, the construction of 96 quarters at transit camp Sheikhpora is under tendering process by JKPC and soon the work will be started on them, sources added.
Sources said the State Government representatives also informed the MHA officials that the process for 3000 more jobs under PM’s employment package for migrant youth is on and Relief and Rehabilitation Wing of State Government has identified 16 departments where these posts can be created.
They also informed the MHA that the heads of these departments were intimated by the Relief and Rehabilitation Wing to ascertain whether they have the need of these posts or not and after receiving their consent the advertisements for the recruitment process will be issued within one month, sources added.
It may be recalled that 6000 job package for the Kashmiri migrants was announced by the then Prime Minster, Dr Manmohan Singh way back in 2008 during his visit to the State and the appointments were to be made in two phases. Under Phase one for the 3000 posts the salaries etc were to be borne by the Union Government and for remaining 3000 the salaries were to be borne by State Government.
The process for appointment of 3000 posts under Central category was started in 2010 but out of these 3000 posts only 2200 posts were filled up till date while the remaining 800 posts have not been filled so far. For the remaining 3000 posts the State government showed total reluctance to bear their salaries due to lack of resources and the process was delayed for years together.
However, after the Narendra Modi Government took over in 2014 it showed keen interest in expediting the recruitment process for Kashmiri migrant youth and agreed to bear the salaries of remaining 3000 posts also. The Union Government issued directives to the State Government to expedite the process in this regard and since then the meetings were held from time to time by MHA with State Government to review the progress. The Centre also earmarked a special amount of Rs 2000 crore in Rs 80,000 crore package granted to State Government last year for the rehabilitation of  militancy affected families form Kashmir valley, sources added.
Sources said that under the package, Central Government also approved the construction of 6000 transit accommodations for these employees in Valley.
