JAMMU, Oct 4: After 11 years, the Union Ministry of Home Affairs (MHA) today formally issued an order approving induction of 12 serving 1999 batch officers of Jammu and Kashmir Police Services (JKPS) into the Indian Police Services (IPS) and allotted them the Union Territory of J&K under Arunachal Goa Mizoram Union Territories (AGMUT) cadre.
Simultaneously, the MHA allotted years of induction to 14 retired officers of JKPS.
The year of induction of IPS will be issued to the officers later, official sources told the Excelsior.
With 13 vacancies of JKPS officers’ induction into IPS are already in place, 14 more will arise which have been allotted to the retired officers. As Cadre Review is also in the offing, number of fresh vacancies is likely to touch 30-31 for which fresh exercise of inductions might be initiated by the end of this year or start of early next year, sources said.
Five serving officers inducted into IPS in the Select List 2012 include Shakti Kumar Pathak, Director Special Security Force (SSF) Raj Bhavan, Dr Mohammad Haseeb Mughal, SSP PCR Jammu, Javid Ahmed Koul, SSP Traffic City Srinagar, Sheikh Junaid Mehmood, SSP Armed PCR Kashmir and Shahid Mehraj Rather, Commandant Indian Reserve Police (IRP) 6th battalion.
Seven JKPS officers inducted into the IPS in the Select List 2013 are Dr Ajeet Singh Salaria, SSP CID Delhi, Altaf Ahmed Khan, SSP CID (CI) Kashmir, Haseeb-ur-Rehman, Commandant State Disaster Response Force (SDRF) Ist battalion, Vikas Gupta, Divisional Commandant Home Guards Jammu, Abdul Qayoom, Commandant IRP 9th battalion, Nisha Nathyal, Commandant SDRF 2nd battalion and Javid Iqbal Matoo, AIG Building Police Headquarters.
Names of RK Bhat, who figured at Serial No. 4 and Maqsood-ul-Zaman, who was at Serial No. 13 in the Seniority List of JKPS offices, didn’t figure in the inductions due to inquiries pending against them, sources pointed out.
However, they said, their inductions will be considered after the inquiry is complete and they are exonerated of charges against them.
Names of 14 retired JKPS officers figured in the Select List of different years for induction into the IPS.
Eight retired JKPS officers found their names in the Select List 2010. They include Manohar Singh, Sunil Dutt (who was due to retire in February 2022 but had taken Voluntary Retirement from Services last year), Romesh Jala, Abay Kumar Mahajan, Abdul Rashid, Rupender Kumar Chalotra, Bashir Ahmad and Ghulam Rasool Dar.
Three retired JKPS officers have been included in the Select List for the year 2011. They are Ranjeet Kanwar, Abdul Rashid Bhat and Rajnesh Pran while an equal number of retired officers were allotted Select List of year 2012 including Ashok Kumar Sharma, Mohammad Yousuf and Mohammad Syed Panu.
T Gyalpo, another retired JKPS officer figured in the Select List 2013.
“Twelve serving JKPS officers inducted into the IPS today will remain on probation for one year as per rules of IPS (Probation), 1954 and will obtain induction training. Their appointment will take effect from the date of issuance of notification,” the MHA order said.
This was after 11 years that JKPS officers have been inducted into the IPS, the reasons for delay were mainly attributed to legal battles among the officers followed by delay in the process at various levels. Last inductions had taken place in 2010.
Sources, however, said that 14 vacancies which have gone to the retired IPS officers will become available shortly. As there were 13 vacancies in place, three to four more vacancies might exist after Cadre Review which will facilitate induction of 30-31 more JKPS officers into the IPS in due course of time.
On years of allotment, sources said they will be given in another notification to be issued by the Union Ministry of Home Affairs. However, going by the procedure (one year for three years’ service), the allotment year was likely to start from 2008, they added.
Meanwhile, Director General of Police Dilbag Singh has expressed gratitude to Union Home Minister Amit Shah, Lt. Governor Manoj Sinha, Union Home Secretary A K Bhalla, Chief Secretary Dr A K Mehta, Home Secretary Shaleen Kabra and other officers of MHA and Home department, J&K for induction of JKPS officers into IPS.
He said that this induction of officers will open the career progression, prospects of JKPS officers and will go a long way in boosting the morale of the officers. He also congratulated the officers and their families and hoped that the inducted officers will work with more dedication and zeal.
