Inter-cadre posting of IPS officers soon
*Two proceeding on Central deputation, one returns

JAMMU, Feb 7: The Union Ministry of Home Affairs (MHA) is reported to have cleared the promotion of two senior IPS officers of Jammu and Kashmir posted here as Additional Director General of Police (ADGPs) as DGPs while J&K Government has cleared Central deputation of two IPS officers for further posting under AGMUT cadre. A DIG has been released from the Central deputation.
Official sources told the Excelsior that the Departmental Promotion Committee (DPC) of the MHA headed by Union Home Secretary AK Bhalla has cleared the Jammu and Kashmir Government proposal for promotion of Rashmi Ranjan Swain and AK Choudhary from ADGPs to DGPs with effect from January 1, 2021.
The DPC was also attended by Chief Secretary BVR Subrahmanyam, Advisor to Lieutenant Governor of Ladakh Umang Narula and Principal Secretary Home Shaleen Kabra.
Swain is presently posted as Additional DG CID and Choudhary as Additional DG Armed. Both are IPS officers of 1991 batch of Jammu and Kashmir cadre which has now been merged with AGMUT.
The J&K Government has also reportedly given nod to Central deputation of two IPS officers including Shailendra Mishra, SSP Kathua and Shriram Ambarkar Dinkar, SSP Kupwara.
Mishra is IPS officer of 2009 batch and Dinkar of 2011 batch.
However, both of them will now get posting in the States/Union Territories under AGMUT cadre after clearance by the MHA.
The MHA has released Udaybhaskar Billa, an IPS officer of 2008 batch who was on Central deputation to Andhra Pradesh. Billa, who is in the rank of DIG, has joined Police Headquarters and is awaiting further posting in Jammu and Kashmir. Vinod Kumar, another IPS officer, who was posted as SSP Kargil after bifurcation of erstwhile State of Jammu and Kashmir into two Union Territories of J&K and Ladakh, has also joined the Police Headquarters and is waiting fresh posting in J&K.
With likely promotion of two Additional DGPs as DGPs, last month promotion of three IGPs as Additional DGPs, Central deputation of two SSPs besides return from deputation of one DIG and an SSP, a reshuffle at top level of police has become imminent, sources said.
Meanwhile, sources said, the Union Ministry of Home Affairs has also decided to post some IPS officers especially who hailed from Jammu and Kashmir but are posted in other States and Union Territories, on inter-cadre deputation to J&K on the lines of five IAS officers, whose orders were issued yesterday by the MHA.
Inter-cadre posting of some IPS officers to Jammu and Kashmir is expected shortly.
There is sanctioned strength of four DGPs in Jammu and Kashmir but already six DGPs are in place. They include Navin Aggarwal of 1986 batch posted as Chief Executive Officer/Director General National Anti Doping Agency (NADA), VK Singh, DG Prisons, SM Sahai, on Central deputation and Dilbag Singh, DGP, all three of 1987 batch, Lalat Indu Mohanty of 1989 batch posted as Director BSF Academy Tikanpur in Madhya Pradesh and Dr B Srinivas of 1990 batch posted as Commandant General Home Guards/Civil Defence/State Disaster Responder Force with additional charge of Director Fire and Emergency Services.
However, three out of six DGPs are on Central deputation including Aggarwal, Sahai and Mohanty. With likely promotion of Swain and Choudhary, there will be two more DGPs in Jammu and Kashmir.
Only couple of months back, Mohanty and Dr Srinivas were promoted as DGPs. Mohanty was, however, given proforma promotion as he is on deputation with the BSF.
Last month, the DPC had cleared promotion of four IGPs of 1996 batch as Additional DGPs including Mukesh Singh, IGP Jammu, Manish Kishore Sinha, IGP Crime, Sunil Kumar, who is on deputation to the Border Security Force (BSF) and Danesh Rana, IGP Armed. Kumar was given proforma promotion.
