SRINAGAR, May 24: Rejecting the interlocutors report on Jammu and Kashmir, Chairman moderate faction of Hurriyat Conference, Mirwaiz Umar Farooq today said recommendations of the interlocutors cannot help in solving the issue.
Mirwaiz said that Government of India lacks political will in resolving the Jammu and Kashmir issue.
Addressing a press conference here, Mirwaiz said that Confidence Building measures (CBMs) can lead to a solution to Kashmir issue. He was, however, quick to add that CBMs should not be misconstrued as a solution to the issue.
“Kashmir issue is not about Centre-State relations as it relates to the future of people of the State. It is also not about giving an economic package to the people. It is a political issue and it demands a political solution,” said Mirwaiz.
Mirwaiz said that CBMs like cross LoC trade, demilitarization and repeal of draconian laws like Armed Forces Special Powers Act (AFSPA) can help in easing the situation. He said that these CBMs can form a basis for the final dispensation of the issue.
“Srinagar, New Delhi, Muzaffarabad and Islamabad are four important cornerstones of the issue. Absence of one of these cornerstones cannot lead to a solution. As such it is imperative that meaningful exercise is taken for the final solution of the issue,” said Mirwaiz.
He said that there are two ways of solving the issue adding that New Delhi has to take a final call. He said the issue can either be solved by implementing the international agreements or through tripartite talks with the participation of the people of the State along with India and Pakistan.
“The report of interlocutors has rebuffed mainstream parties like National Conference and Peoples Democratic Party. Leaders of these parties should be worried about the report since their suggestions find no place in the final report. From day one we opposed the appointment of interlocutors and their report has vindicated out stand,” said Mirwaiz.
The chairman of moderate faction of Hurriyat Conference said that reference point for solving the issue should be 1947 and not 1953 or 1975. He said the interlocutors were appointed to delay the process of resolution of the issue.
“There was no need to appoint interlocutors if New Delhi is serious about the issue. Formation of committees, sub-committees along with the recommendations can never solve it. The interlocutors have diluted the disputed nature of the issue by recommending that cultural ties along with other CBMs are the solution of the issue,” said Mirwaiz.
Mirwaiz said the interlocutors through their report have given an impression that Jammu and Kashmir is a fragmented society. He claimed that majority of the people in the State want a solution to the political issue. He said the issue should be viewed outside the ambit of electoral politics.
“Repeal of the black laws has become a major irritant over the past few months. Given this scenario how can one expect that New Delhi would initiate a meaningful political dialogue vis-à-vis the issue? We want a political resolution of the entire Jammu and Kashmir including the area that is under the control of Pakistan,” said Mirwaiz.
The chairman of moderate faction of Hurriyat Conference said that New Delhi should look for a permanent solution of the issue adding that ground realities should be properly addressed. He said long lasting solution to the issue should be based on wishes and aspirations of the people of Jammu and Kashmir.
