Misbehaviour by ration dealers with consumers’ must end: DDC Chairman

JAMMU, Aug 17: Bharat Bhushan Bodhi, Chairman District Development Council (DDC) Jammu, here, today chaired a review meeting of District Level Vigilance Committee of FCS&CA Department Jammu.
The Chairman and the members discussed the Social Audit Reports received from the Vigilance Committees constituted at block and Urban Local Body Levels.
Bharat Bhushan said that there are rampant complaints of misbehaviour by some ration dealers with the consumers which needs to be ended at the earliest. The Committee impressed upon ensuring that the behaviour of Fair Price Shop dealers is cordial and polite towards the beneficiaries and they must strictly follow the opening and closing time of the Fair Price Shops.
The issue of the Fair Price Shop dealers not giving ration to the beneficiaries after biometric authentication and sometimes, transaction receipts are also not being  issued to the beneficiaries also came to fore in the meeting.
The Committee recommended frequent checking of Fair Price Shops and imposition of fine as applicable and to ensure that ration is drawn by all beneficiaries after authentication and issue appropriate transaction receipts.
The DDC Chairman also impressed upon the need to streamline the process of segregation of ration cards and making of new ration cards as people are facing a lot of difficulty.
The Committee recommended addition of children born after 2011 under ‘Not Entitled for Ration Category’ as Ration Card is required by all Departments as identity proof and issuance of new ration cards at the earliest.
The DDC Chairman urged the administration to replace the old ration dealers with the young generation dealers to bring in the requisite transformation in the ration supply system across the UT. He said that the existing practice of legal heir of the deceased dealer being granted the license of carrying forward the dealership is no more acceptable in a democratic set up as it amounts to promoting dynastic rule of the ration dealers.
The Committee also recommended rationalization of the existing Fair Price Shops as most of the existing dealers are handling operations of more than one Fair Price Shop which is causing inconvenience to general public and even the dealer himself. The Committee further opined that in order to address the issue of lack of awareness among beneficiaries regarding scale and sale rate of commodities and schemes of the Department, tehsil supply officers and area inspectors must hold awareness camps at least once a month.
The Committee also recommended the clearance of applications for inclusion under NFSA by the Committees constituted for the purpose.
