Misplacement of seized record: CB produces challan against ex-SI

JAMMU, June 7:  Crime Branch, Jammu today produced challan against retired Sub-Inspector of Police Lal Chand of Sindra Bhaderwah who is accused of misplacement and destruction of seized record.
The challan in case FIR number  41/2013 under Section  409,201 RPC, Police Station   Crime Branch, Jammu, against the accused Lal Chand was presented before the  Court of Chief Judicial Magistrate, Jammu.
As per the case, an enquiry was conducted at Crime Branch Jammu regarding misplacement of records from Malkhana Crime Branch Jammu. The record, comprising 13 files pertaining to “D” forms of Kashmiri Migrants, were obtained by then enquiry officer Lal Chand from Zonal Officer Relief Zone Sangrampura, Jammu. In preliminary verification it was found that the said record along with the PV file was handed over by S I Mohammad Ishaq on his superannuation to Lal Chand the then in-charge Malkhana Crime Branch, Jammu under proper receipt duly attested by Dy  SP Crime Branch, Jammu. However, the said record was neither handed over by accused Lal Chand nor the same was available  in the Record Room.
From the investigation conducted in the  instant case and relevant document collected, it was established that accused Lal Chand had intentionally misplaced/destroyed (13) files along with “D” Forms with the purpose to provide  undue benefits to the accused persons for extraneous considerations.
