The administration of Jammu and Kashmir has granted administrative and technical powers to Jammu Municipal Corporation and Srinagar Municipal Corporation to approve works costing up to Rs. 20 crores. The Principal Secretary of the Housing and Urban Development Department has set the limit for administrative approval at up to Rs. 20 crores for the Full Council, up to Rs. 10 crores for the Mayor and Commissioner of JMC and SMC, up to Rs. 5 crores for the Commissioner of Municipal Corporation, and up to Rs. 3 crores for the Joint Commissioner/Superintending Engineer.
The UT administration is focused on developmental activities to provide basic amenities to everyone. Delays in obtaining necessary approvals can cause significant delays in the completion of public projects, ultimately affecting the public’s access to necessary services. This can lead to increased costs and even compromise public safety. Therefore, Government bodies and officials need to ensure that necessary approvals are granted in a timely and efficient manner to prevent delays in projects of public importance.
Not only do unnecessary approvals cause delays in project completion, but they also increase the workload of officials responsible for processing approval requests. This can further exacerbate the delays in project completion and also lead to decreased efficiency and effectiveness of Government operations. Therefore, streamlining the approval process and empowering officials with the necessary powers can help prevent such backlogs, reduce workload, and enable faster decision-making. By delegating these powers to JMC and SMC officials, more autonomy has been rightly given to urban local bodies and will enable them to take necessary decisions related to developmental activities, thereby promoting faster decision-making and implementation in the future.
