JAMMU, Sept 13: The State Government today ordered inclusion of several services by Finance Department and Health and Medical Education under Jammu Kashmir Public Service Guarantee Act 2011.
The Health and Medical Education Department services, brought under the Guarantee Act, include License to sell, stock or manufacture of drugs for sale or distribution either by retail or wholesale.
One month time has been stipulated for providing the service.
Similarly, services of Finance Department brought under the Guarantee Act, include , issuance of VAT-65 Form, C/H/F Forms, Tax clearance certificate for contract in form VAT-46, Tax clearance certificate for works contract in form ST-64, settlement of final refund cases of GPF as well as the maturity claims at the time of retirement, issuance of Transfer Entry (TE) Advice and settlement of pension cases.
Time of 30 working days has been stipulated for settlement of GPF refund cases, maturity claims, pension cases of the retiring employees and issuance of TE Advice.
The stipulated time frame for issuance of VAT-65 Form and C/H/Forms is two working days while for tax clearance certificate for supply contract in form Vat-46 and works contract in form ST-64, the time frame is 10 working days and 15 working days, respectively.
For the GPF and maturity claim settlement, Joint Director of the concerned province is the First Appellate Authority and Director General Funds Organization, J&K is the Second Appellate Authority.
For the issuance of forms and tax clearance certificates, the concerned Additional Commissioner Commercial Taxes (Adm) and Commissioner Commercial Taxes, are the First and Second Appellate Authority, respectively.
First and Second Appellate Authority for settlement of pension cases are Director Local Fund Audit & Pensions and Director General Funds Organization, respectively.
