Movement Kalki calls for stricter regulations to curb cattle smuggling

JAMMU, Oct 17: Members of Movement Kalki today submitted a detailed memorandum at the Divisional Commissioner’s office in Jammu, voicing serious concerns over the increasing incidents of cattle smuggling and calling for stricter regulations to prevent it.
In the absence of the Divisional Commissioner, the memorandum was handed over to Assistant Commissioner Angrez Singh Mankotia. The memorandum highlighted gaps in the current regulations and offered proposals to curb the exploitation of existing laws by habitual offenders.
Key suggestions included improvements to the permit process for cattle transportation, such as requiring specific routes, validity periods, and mandatory police-issued character certificates, along with photographs of the transporters. Additionally, a digital tracking system was proposed, featuring unique tagging for cattle transport, including details about the transporter, route, and validity period, to assist law enforcement in monitoring the process effectively.
The memorandum also called for severe punishments for repeat offenders, suggesting that habitual offenders should not be issued character certificates and that strict legal action should be taken against them.
Assistant Commissioner Mankotia assured Movement Kalki that their suggestions would be seriously considered, and he promised to direct relevant authorities to take appropriate action.
Earlier, the organization had submitted a similar memorandum to the Deputy Commissioner of Jammu, which prompted the Animal Husbandry Department and law enforcement agencies to tighten measures against cattle smuggling.
Key members present during the submission included Deepak Singh (founder member), Sanjeev Dubey (core committee member), Thakur Arjun Singh (religious committee, core committee member), Advocate Sumeshwar Kohli (legal advisory board member), Vikram Mahajan (board member) and Pawan Narang (board member).
Movement Kalki hopes that these proposed reforms will strengthen efforts to combat cattle smuggling and ensure the effective implementation of laws.
