Mughal Road Project Corruption

The recent case filed by the Jammu and Kashmir ACB against former Chief Engineer Raman Puri and the Hindustan Construction Company Ltd. reveals yet another instance of alleged misuse of public funds in the infrastructure sector. The Mughal Road Project, intended to connect Bufliaz with Shopian-Pulwama, exemplifies a project with substantial socio-economic significance, meant to bridge communities and enable economic growth in the region. It is disheartening to see such a crucial initiative caught up in allegations of corruption and misconduct. Sanctioned for Rs 214 crores with a stipulated completion date of 2009, the timeline was extended multiple times, eventually stretching into 2012, with a supplementary agreement and additional financial adjustments leading to a total project cost of over Rs 340 crores. As per the findings, Puri, the former Chief Engineer, allegedly engaged in unethical practices by exceeding his authority to endorse questionable financial terms, resulting in a sizable arbitration award favouring the construction firm. This action purportedly caused the exchequer a significant financial loss, including Rs 21.52 crore plus Rs 11.27 crore in awards to HCCL and prevented the imposition of Rs 54 crore in liquidated damages. If proven true, such an abuse of power is both an administrative failure and a betrayal of public trust.
The allegations highlight the loopholes in project oversight, contractual enforcement, and the risk of collusion between officials and contractors. It is crucial that the Government and agencies involved adopt more stringent measures to avoid such situations. These should include enhanced contractual clauses for better accountability, regular audits, and tighter enforcement of penalties for delays and non-compliance. What’s more concerning is that all this went unnoticed for over a decade. The ACB’s move to investigate and prosecute this matter is commendable. A swift and fair investigation followed by a speedy trial, in this case, can set a deterrent precedent. As the probe continues, it is hoped that every aspect of the case is meticulously examined to ensure all responsible parties are held accountable, restoring some degree of public confidence.
