NC gains majority in LAHDC Kargil with 5 Independents, BJP rebel

No impact of withdrawal of support to Council

BJP unable to move no-trust vote due to lack of strength

JAMMU, Apr 5: In a major victory for National Conference led Ladakh Autonomous Hill Development Council (LAHDC) Kargil, it has managed to gain majority in the House even after withdrawal of support by the BJP with the help of five Independents and one BJP rebel.
Further, the BJP with just six members now hasn’t been able to move no confidence motion against the National Conference as according to Article 27 of the Council Act, minimum 10 members are required to submit request for floor test, official sources told the Excelsior.
They said in the House of 30 in LAHDC Kargil, National Conference has 10 members of its own followed by Congress eight, BJP seven and five Independents.
However, one of the BJP member Mohsin Ali, who is Executive Councillor (equal to Minister in LAHDC Kargil) has revolted against the party and didn’t resign. He continues to hold the post of Executive Councillor in the National Conference led City Government of Kargil.
With 10 members on its own and support of Mohsin Ali, the National Conference has managed to get backing of five more Independent Councillors taking its tally to 16, the majority mark in the House of 30.
“We have managed to get majority mark of 16. We don’t need the support of either Congress or BJP now. We are in majority with the help of Independents and BJP rebel,” LAHDC Kargil Chairman Feroz Khan told the Excelsior.
Moreover, according to sources, the BJP will not be able to move no confidence motion against the National Conference led Council in Kargil as it is short by at least five members to do so as per the legal provisions.
“Legally, at least 10 members can move the no-confidence motion but the BJP which had six members earlier has now been left with five Councillors only. Therefore, it won’t be able to submit the no confidence motion against Feroz Khan led LAHDC Kargil.
The LAHDC Kargil has its term till August 2023. The Council is elected for five years.
The 2018 elections to the Council had produced a hung verdict.
After the 2019 Lok Sabha polls, the NC and the Congress fell out. The NC then entered into a coalition with two PDP Councilors and four Independents to continue in power. A few months later, both PDP Councilors defected to the BJP.
The BJP move to withdraw support to National Conference headed LAHDC Kargil came at a time when the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) have joined hands against the BJP-led Central Government and planned to launch mass movement in support of their demands for granting Statehood to Ladakh, Sixth Schedule like status, two Lok Sabha seats instead of one and job opportunities.
However, the BJP is in majority in Ladakh Autonomous Hill Development Council (LAHDC) Leh.
LAHDC Kargil Chairman Feroz Khan has denied allegations of pursuing vendetta politics and said “every Council member is witness that we did not discriminate with anyone or any area.”
