JAMMU, Apr 16: Union Home Minister Amit Shah today said the Assembly elections in Jammu and Kashmir will be held as per the dateline set by the Supreme Court as he charged National Conference and PDP with staging fake encounters, giving orders for firing and gun in the hands of youth. However, he said Narendra Modi Government has ended fake encounters while terrorism is counting its last breath.

Addressing a massive rally at Manhas Biradari Grounds at Paloura on outskirts of the City this afternoon in favour of BJP candidate for Jammu-Reasi Parliamentary constituency Jugal Kishore Sharma, Shah said the Assembly elections in Jammu and Kashmir will be held as per the dateline given by the Supreme Court and nobody should have any doubt about this.
Prime Minister Narendra Modi in an election rally at Udhampur on April 12 had also stated that the day is not far when Assembly elections will be held in Jammu and Kashmir and the Statehood restored. While upholding abrogation of Article 370, the Supreme Court had in December last year called for conduct of Assembly elections in J&K before September 30, 2024.
The Home Minister lashed out at National Conference, Congress and PDP for exploiting youth of the Kashmir valley.

Charging NC and PDP with staging fake encounters, ordering firing on the people and giving gun in the hands of youth, Shah said it was Narendra Modi Government which ended fake encounters and terrorism and gave jobs to the youth.
“Narendra Modi established peace in Jammu and Kashmir and paved the way for development. Earlier, there was terrorism, hartals and stone pelting. Modi Government ended all this and started development,” he added.
Shah, however, said the BJP has no plans to politically capture the Valley but wants to win hearts of the people.
“The BJP is in no haste and wants lotus to bloom in the Valley with the love of people,” he said and called upon the people of Kashmir to give their vote to anyone but not to three dynastic parties-the Congress, National Conference and PDP saying Sonia Gandhi, Farooq Abdullah and Mehbooba Mufti care for their sons and daughters only and not the common masses.
“J-K slipped into backwardness due to terrorism and agitations for the past 70 years but Modi facilitated the end of terrorism, fake encounters, stone-pelting, and Pakistan-sponsored strikes, paving the way for development in J-K,” the Home Minister said.
He also charged the NC and PDP with provoking Gujjars that their reservation quota will be cut to give it to Paharis. “I had said in the Parliament that there will not be even one percent cut in the quota of Gujjars and Bakerwals while the Paharis will get justice and this was done”.
He said Valmikis, women, Other Backward Classes (OBCs), Paharis, Bakerwals and Gujjars were denied reservation in Jammu and Kashmir and it was Narendra Modi Government which gave quota to them.
Asserting that evil shadow of Article 370 is now gone, he said the tricolour is touching the skyline across Jammu and Kashmir like rest of the country and nobody has the power to raise pro-Pakistan slogans but the air reverberates only with the slogan of `Bharat Mata Ki Jai’ in every nook and corner of JK.
“The change happened because of Narendra Modi. The PDP was saying that nobody will raise the tricolour if Article 370 is revoked but I want to tell Mehbooba that we will be gone but the tricolour is going to stay forever and flutter with honour, pride and prestige,” he said.
Similarly, Farooq Abdullah said that the BJP will not be able to revoke Article 370 even if Narendra Modi comes to power 10 times but ‘Modi did it in his second tenure only’, Shah stated.
Maintaining that terrorism in Jammu and Kashmir is taking its last breath, he said the youth who were carrying stones in their hands are now equipped with laptops and pursuing their goals.
The Home Minister said the vote of ‘lotus’ is a vote for Modi under whose Government J-K was benefitting the most among all parts of the country.
“Modi fulfilled the dream of Syama Prasad Mookerjee who made the supreme sacrifice on this land for his slogan of ‘ek desh mein do vidhan, do pradhan aur do nishan nahi challenge’.
With train set to reach Kashmir shortly, the Home Minister said this will also fulfil the dream of Syama Prasad Mukherjee for linking Kashmir with Kanyakumari.
He said the abrogation of Article 370 also led to the restoration of rights to various sections of the society including women, Scheduled Tribes, Scheduled Castes and Other Backward Classes (OBC) who were deprived of the constitutional rights by the Congress and the National Conference.
Shah said 18 Industrial Estates are coming up in Jammu besides investments running into thousands of crores. The Government jobs are being given in most transparent manner while the Government employees linked to terrorism have been dismissed from the services, he added.
Highlighting various developmental schemes and projects undertaken by the Modi Government since 2014, he said the budget which was enhanced many times was utilised by Lt Governor Manoj Sinha-led administration for the welfare of the people.
“The Lt Governor ensured zero-tolerance against corruption and also showed the door to those linked to terrorism,” he said.
The Home Minister assured the people that the Modi Government would develop border villages at par with Jammu city, take the number of tourist arrivals to three crore and encourage border tourism besides providing piped domestic gas to every household.
“The NC, PDP and the Congress made democracy defunct in Jammu and Kashmir. They did not allow the Panchayat election to take place. But Modi has taken democracy to the grassroots by holding Panchayat elections paving the way for 40,000 Panchayat members to get elected. They took away your rights and we gave you all the rights, Shah said.
Today, the Sufi culture is flourishing again, Kheer Bhawani Mela is being celebrated with pomp and show, and the pilgrims are visiting Mata Vaishno Devi and Amarnath ji shrine. These parties have always insulted the Dogri language, and dishonored Maharaja Hari Singh. But the Modi Government announced a holiday on his birthday and showed honour to the Maharaja. When Atal Behari Vajpayee became Prime Minister, the Dogri language was included in the eighth schedule and Modi made it the official language, he added.
“Now Jammu and Kashmir has the Tiranga as its flag. Kashmiri, Hindi Dogri, Urdu and English have become official languages, the Lakhanpur toll tax has stopped, women have got 33% reservation in Assembly, Right to Education Act, Forest Act, SC-ST Prevention of Atrocities Act, Whistleblower Protection Act, Juvenile Justice Act, Minority Commission, we have rolled them out. Whether it is Pashmina, apples or handicrafts, Modi has made them world famous and gave Geo tagging to them giving youths and women employment. Only in Jammu and Kashmir 2 lakh women have been made Lakhpati Didis,” the Home minsiter said.
He added that in Jammu and Kashmir 6 lakh such Lakhpati didis will be made. “Narendra Modi has decided that every elderly will get the benefit Ayushman Bharat scheme and gas will be supplied through pipe”.
Shah said the Modi Government fulfilled demands of the Armed Forces by giving them one rank-one pension.
“In Jammu and Kashmi, today we have 4 Medical Colleges, 14 Nursing Colleges, 7 Paramedical Colleges, one IIT, one IIM and AIIMs in Vijjaypur and Cancer Hospital in Bakshi Nagar, 25 new Degrees Colleges and 2 Engineering Colleges. Earlier students from Jammu and Kashmir used to go to other States for education. But now students from other States are coming to Jammu and Kashmir. This change has been brought by Narendra Modi,” he said.
He said Delhi-Amritsar-Katra road is being built, the Jamodi-Dharamshala tunnel is under progress, and 90% of the work for the semi ring road has also been completed. The Modi Government is spending more than Rs.30,000 crore to build hydropower projects. Jammu-Poonch four-lane highway is being constructed, a flyover has reduced traffic jams and an artificial lake in the Tawi river will boost tourism.
“We are also developing the airports, Suchetgarh Border Post is being developed along the lines of Wagah,” Shah said.
