New recruitment policy soon: Dr Drabu

JAMMU, Apr 6: Minister for Finance, Labour & Employment and Culture, Dr. Haseeb Drabu today said the Government is contemplating to formulate a new recruitment policy that would be comprehensive in nature.
The Minister was replying to a clubbed question of Showkat Hussain Ganie and Sham Lal Bhagat in the Legislative Council.
Dr Drabu said with regards to daily wagers engaged upto 31-01-1994, a policy is already in place as per SRO-64 of 1994 dated 24-03-1994 in terms of which 56223 Daily Rated Workers (DRWs) have already been regularized up to February, 2015 leaving behind 3660 persons.
In order to extend the benefit of regularization to such left out DRWs, as well, the Minister said the Government has decided to create 3660 posts of Helpers for regularization of as much number of DRWs,    adding that the Government has also decided to create more posts of Helpers to cover such departments, where from the information is still awaited.
With regards to Need based/Casual labourers engaged prior to 31-01-1994 or after that, the Minister said, there is no policy in place for their regularization. He said there are over 61000 Casual/Seasonal labourers, who have been engaged by different departments.
The Minister said that the State Government will announce a High Power Committee of Ministers and some external experts to examine the issue and for necessary recommendations. Hence, at present no Casual Labourers have been regularized, the Minister added.
In respect to contractual employees, the Minister said, Policy for regularization of Contractual/Ad-hoc or Consolidated Employees Government  has already been enacted J&K Civil Services (Special Provisions) Act, 2010, in terms of which 4090 ad-hoc/contractual/consolidated employees have been recommended for issuance of necessary regularization orders.
The Minister said that the process of regularization of DRWs/Work Charged Employees engaged prior to 31-1-1994 as per SRO-64 of 1994 dated 24-03-1994 is likely to be completed during 2015, subject to furnishing of complete proposals by departments. As regards to contractual/ad-hoc or consolidated employees, the Minister said, that some employees  who have yet to complete 7 years of service will be regularized after completing  7 years mandatory service, the last employee who has been engaged on 28-04-2010 shall become eligible on 28-04-2017.
