Minister inaugurates 3-day CBP

JAMMU, Jan 3: Maintaining that all historical decisions taken by the Modi Government were in the larger interests of the people of the country, Union Minister of State in PMO with independent charge of North Eastern States, Dr Jitendra Singh today said that the next step of the Union Government will be deportation of Rohhingyas who are illegally putting up in Jammu.

The Union Minister who inaugurated a three-day Capacity Building Programme (CBP) on General Fund Rules (GFR), e-procurement and Government e-Market Place (GeM) at Conventional Centre here, said that Rohingyas have to go out of Jammu and country and their biometric is being done.
Advisor to Lieutenant Governor, K K Sharma; Chief Secretary, BVR Subrahmanyam; Additional Secretary, Department of Administrative Reforms and Public Grievances (DARPG), V. Srinivas; Financial Commissioner, Finance, Dr Arun Kumar Mehta; Secretary GAD, Dr. Farooq Ahmad Lone, and Associate Professor, National Centre for Good Governance (NCGG), Poonam Singh were also present at the launch event.
Dr Jitendra Singh said Rohingyas belonged to Myanmar and it needs a thorough probe that how they reached here. “It needs a probe that how they reached here after crossing Indian Peninsula and what design was behind their settling here”, he asked?
He asked “was it a plan to change demography of Jammu as they came here when two coalition parties where in power in the erstwhile State of J&K”. “Was the vote bank politics a motive of brining them here”, ?
Dr Jitendra Singh said Citizenship Amendment Act (CAA) is applicable in J&K as well as Ladakh from the day it was enforced in the country and there are no ifs and buts in it. He said now next step is deportation of Rohingyas. “The people of the country and the UT must come to know that how they reached here”, he added.
Dr Jitendra Singh said that after annulling Article 370 the conversion of the erstwhile State in UT was must as it paved the way for implementation of the CAA in the J&K otherwise State Government would have created hindrance in the same.
Dr Jitendra Singh said Article 370 has gone once for all and there are no two thoughts about it. “ We should now come out of that mentality. Had 370 not ended the implementation of Central rules would have been a problem in J&K”, he added.
He said all the Central laws have come into force in J&K the day it assumed the UT status. The LG’s administration is here to carry forward the Modi Mission who has a full mandate of the people.
Making a scathing attack on those parties who are misleading the people that Central laws have not been implemented and OBCs have not been given rights, Dr Jitendra Singh said this UT is now fully answerable to Union Government. “Who says that OBC law has not been implemented”, he asked ?
All the Central laws including OBC reservation have come into effect in J&K with much force than other States and UTs, he said, adding “those who say what happens to OBCs either don’t understand or have some other intentions”.
Dr Jitendra Singh said “delimitation will be done in J&K but those who cry more I apprehend that their constituencies may not get reserved”. The acts needing Central notifications are being implemented one by one, he added.
He, while referring to domicile said this does not mean that law is not being implemented. The domicile law will also be implemented. He said those who said that domicile provision has not been kept are answerable that why you deprived people of the J&K and Ladakh of those facilities which were available to rest of the country in last 72 years. The Central RTI Law has also come into force in the UTs after October 31 last year, he added.
He said people will come to know about the decision of Union Government one by one. Now they have to pay water and electricity tariff also. The Lakhanpur Toll has been removed and prices of cement have come down, he added.
He said this Government is working for common man and there should be ‘One Nation One Tax’. Lakhanpur Toll was a big anomaly after implementation of GST in the country.
“The God has provided us an opportunity to redeem the sins of past rulers. Those who face problems with our decisions have to swallow the bitter pill”, he added.
Dr Jitendra Singh said it is responsibility of all of us to cooperate with the Modi Government which is working for betterment of last man in the last queue.
He regretted “on one hand we claim to be the followers of Dr Shyama Prasad Mookherjee and on the other hand we hesitate in paying taxes”. He said that in J&K some retired officers have not filed up their property statements. The Central Anti Corruption Law has been implemented in J&K and bribe giver is also accountable under it, he added.
He said Modi Government is open to healthy criticism but not the violence and vandalism. The notification issued by Court in hurry has been withdrawn, he added.
Dr. Jitendra Singh said that this Capacity Building Programme was part of outreach programme launched by Prime Minister Narendra Modi after reorganization of J&K.
He said that Union Territory of Jammu and Kashmir would soon emerge as a model of transformation for the rest of the country. He added that this was a third major conference being organized in the Union Territory within a span of two months. He said that since every Central law is now applicable to the Union Territory of Jammu and Kashmir as it was necessary to unlearn the things that were learnt in the past in order to adopt to the new system.
Deliberating upon the significance of the programme, Dr. Singh said that transparent public policy and good governance is the fundamental objective of this Capacity Building Programme. “It will enable the officials of J&K Government to face all challenges while dealing with their administrative work.”
The Union Minister announced that a National level Bamboo Workshop cum Exhibition will be organised in Jammu next week. Similarly, after Republic Day, a Pension Adalat would be held here- the first time away from National Capital, New Delhi.
Dr. Singh further said that a Central Administrative Tribunal Bench will be established in J&K adding that proposal for setting up a Law University and a State of Art Sports Stadium on the name of Arun Jaitely is also under consideration for which Rs 28 crore DPR has been framed.
Earlier, in his welcome address Additional Secretary, DARPG, V. Srinivas said that the DARPG has extensively worked with the J&K Government and back to back conferences were held here in a short span of time. He further said that the DARPG will work with the JK IMPARD and more such Capacity Building Programmes will be held in J&K.
During pre-inaugural session, Adjunct Prof. NIFM and former member Railway Board, Amitabh Dutta delivered a detailed presentation on Role of GFR in Public Procurement. He highlighted the various aspects of GFR and deliberated upon its significance in saving public exchequer.
Later Dr. Jitendra Singh launched ‘monitoring dashboard’ of Lieutenant Governor’s Grievance Cell (Awaz-e-Awam) portal after its integration with CPGRAMS of Ministry of Personnel, Public Grievances and Pensions, Government of India. The Minister also released five year vision document DARPG-2024.
An MoU with DARPG, IMPARD and General Administration Department (GAD), J&K Government as signatories was also signed on Capacity Building of around 1000 officials.
The Conference is being organized by DARPG, NCGG and National Institute of Financial Management (NIFM), Government of India, in collaboration with Department of Finance, J&K Government and J&K Institute of Management, Public Administration & Rural Development (IMPARD).
