JAMMU, Feb 18: National Mazdoor Conference (NMC) today appealed the State Finance Minister (FM), Dr Haseeb A Drabu, to immediately direct the concerned to issue SRO/Notification regarding implementation of 7th Pay Commission (PC) report in favor of the employees of the State Government and pensioners.
“This is necessary in view of the announcement made by Finance Minister on the floor of the House while presenting budget for the year 2018-19, for implementation of the Pay Commission with effect from April 1 this year”, said NMC president, Subhash Shastri, while addressing a well attended NMC workers’ meet at Gandhi Nagar.
Shastri however expressed concern over the delay in issuing of SRO/Notification regarding 7th Pay Commission. He said that the same is creating confusion in the minds of salaried class and pensioners also. “The issuance of notification needs to be expedited to put to rest any misgivings on the issue”, he added.
The NMC president further stressed that there should be no room for anomalies in the pay structures vis-a-vis cadres and hierarchies. Shastri urged that arrears accruing as a result of such implementation may should be paid in one go. In case of any short fall of budgetary allocation in this regard, Shastri fervently appealed the Central Government to come to rescue of the State Government by supplementing the said provision.
Shastri further said that since process of regularization of daily rated workers is supposed to be time consuming exercise and their monthly payment of dues is subject to availability of funds under the relevant heads etc, adequate funds should be provided to be utilized under separate wage heads till their regularization so that they are not put to trouble for uncertainty of budgetary provisions and such provision should be make at the level of Head of the departments.
