Initiative to replace DMMP-I with its 2.0 version

Srinagar, Apr 14: The National Medical Commission (NMC) is eyeing a solution to automate all internal and external operations with a workflow-based end-to-end system, for which the necessary process has been set into motion, seeking a response from the Central Public Sector Units (PSUs).
As per details, the proposed system, under the Digital Mission Mode Project (DMMP-I) 2.0 initiative, will replace the existing DMMP-I system shortly, bringing on a much more sophisticated IT system within the NMC.
Under the project, the concerned agency, once shortlisted, will develop a mobile app with all the essential features, integration of call centre solution having direct access to grievance log from DMMP-I 2.0 application; effective grievance redressal system to dispose of a maximum number of grievances in a shorter duration.
The system will also ensure modular applications having horizontal and vertical elasticity to handle current as well as future load-starting with 100% higher than existing load as the current application has limited capabilities.
The project will also facilitate the migration of data from existing DMMP-I applications to new applications; SMS, Chatbot, email and multiple payment gateways for a smooth, transparent, and better user experience. “API level integration for use of integration with social media, India Portal, Digi Locker, Aadhaar-based identity, single sign-on, data sharing in open formats on the government’s data platform will also be ensured.”
Apart from that, the details available suggest that the project will enable AI-based Indian language translation tools, seamless content/data access across web-based solutions of government organizations, automation of messaging as well as audit trails, while all the interested PSUs have been asked to share their Techno-Commercial Proposals with supporting documents.
The NMC noted that the PSUs will have to engage all the stakeholders and NMC boards to understand their needs, and once the requirement-gathering phase is over, they will prepare Functional Requirement Specifications (FRS) to be approved by different Boards.
Once the FRS is approved, NMC said the Software Requirement Specification (SRS) document will be prepared and the development shall be directly started as a rapid development model such as Low-code and no-code platforms, noting that such platforms are easier to understand, easier to identify configuration/script bugs and fix them and that some of the critical applications in recent past were developed on the low-code no-code platform and running successfully.
Concerning the duration of the project, the NMC said that the MSP shall be responsible to develop the application in a time-bound manner and that considering the urgency, preference may be given to PSU with shorter implementation time, and robust and secure architecture.
The concerned MSP will also be responsible to maintain the Application and associated services for 5 years from the date of Go-Live and the same can be extended for another 2 years.
