Anantnag tops in registered unemployed youth

JAMMU, Mar 18: The Government today said it has no plans to provide stipend to unemployed youth in Jammu and Kashmir.
This information was given in the Legislative Assembly today by the Minister Incharge Labour and Employment Department in response to a question by BJP MLA from Ramgarh Devinder Kumar Manyal, former Minister.

“Currently, there is no plan to provide stipend to the unemployed youth in the Union Territory of Jammu and Kashmir,’’ the Minister said.
He disclosed that 370811 unemployed youth are registered with the Government.
Of them, 2, 13,007 are registered with the Department in Kashmir valley and 1,57,804 in Jammu, the Minister said.
Listing out steps to provide employment to unemployed youth, he said all the Departments refer their vacant posts after fulfillment of codal formalities to Jammu & Kashmir Public Service Commission and Services Selection Board.
“The Employment Department is organizing career counselling on a regular basis for unemployed youth that helps them to explore career options in different avenues,” the Minister said.
He said the Employment Department has started imparting the skill development training courses across the Union Territory of Jammu and Kashmir which has achieved remarkable participation from all sectors and the candidates are entitled to get stipend of Rs 1000 per month during the training period.
Among 1,57,804 youth registered with the Employment Department in Jammu region, 1,03,098 are male and 54706 are females. However, out of 2,13,007 registered youth in Kashmir; 1,37404 are male and 75603 females.
As many as 21131 youth are registered with the Department in Jammu district, 17102 in Samba, 27040 in Kathua, 8248 in Kishtwar, 13059 in Doda, 16552 in Rajouri, 12429 in Reasi, 11520 in Udhampur, 14510 in Ramban and 16213 in Poonch district.
Similarly in Kashmir division, 29384 youth are registered with the Employment Department in Srinagar district, 16536 in Ganderbal district, 19123 in Budgam district, 30012 in Anantnag district, 21416 in Kulgam district, 28274 in Pulwama district, 18524 in Shopian district, 19526 in Baramulla district, 11068 in Bandipora district and 19144 in Kupwara district, the Government reply tabled in the Legislative Assembly revealed.
Meanwhile, in response to another query in the Assembly, the Government today said that 928 cases are pending disposal under SRO-43.
Of 928 cases, 624 cases are pending at the level of administrative departments and 304 cases have been referred to the General Administration Department for grant of relaxation(s) or identification of posts, the Government said.
The School Education Department has the highest number of pending cases, with 345 awaiting disposal. It is followed by the Jal Shakti Department, which has 172 cases, the Home Department with 120 cases, and the Forest, Ecology, and Environment Department with 86 cases.
The Jammu and Kashmir (Compassionate Appointment) Rules, 1994, or SRO-43, Rehabilitation Assistance Scheme, 2022 were framed in 1994 to provide for compassionate appointments in Jammu & Kashmir Government service. It defines who is eligible for compassionate appointment when a Government employee, civilian, or military/paramilitary member dies. It describes the process for applying and making compassionate appointments depending on the status of the deceased.
The Compassionate Appointment Rules were replaced by the Jammu and Kashmir Rehabilitation Assistance Scheme unveiled by the Lieutenant Governor’s administration in 2022.
