Non-fitment of Speed Governors major cause of accidents in J&K

JAMMU, July 28: “Non regulation in implementing the scheme of fitment of Speed Governors and sub-standard manufacturers in State are the major factors for a massive death toll of innocent people throughout Jammu and Kashmir”, Dr Kamal Soi, Member, National Road Safety Council, Ministry of Road Transport & Highway, Govt of India said while briefing a press conference today at Jammu Press Club.
Government of India, vide Notification dated 15th April, 2015 made it compulsory fitment of Speed Governors for Transport Vehicles from January 31, 2017. Ministry further notified on May 1, 2017, that all yellow Number plate vehicles (except 3 wheeled) are subject to mandatory installing of Speed Limiting Device. Soi rued that there is no implementations of any of their order despite the intervention of Supreme Court.
National Crime Records Bureau’s statistics revealed that in year 2015 a total of 5836 road accidents took place with 8142 injuries and 917 deaths were registered in J&K. Over speeding is reported as one of the main reasons for road accidents and accounts for over 40-50% of road accidents.
Dr Soi blamed that transport authorities in the State are completely unable to check these practices and the Sub-standard manufacturers are able to trick the RTO Officers in the State to issue fitment certificates manually and not through MIS system as is mandated in the Ministry. It has also come to Dr Soi’s notice that at the stage of issuance of Fitness Certificate, vehicles which are not even physically present in the Transport Office are still issued Fitness certificates.
Dr Soi has written letter to the Chief Minister and State Transport Department that there is no breakthrough in investigation on sub-standard manufacturers which are installing unapproved SG without approvals.
Dr Soi demanded these acts be brought out before the public at large so that they are informed as to how safety and security on roads is being compromised on account of connivance between unscrupulous SLD Manufacturers and Transport Authorities operating in the State. He also demanded blacklisting of such sub-standards manufacturers. Further, the J&K Government should enforce such regulatory measures which ensure proper installation of certified Speed Governors in notified transport vehicles.
