Norms fixed for employment stayed by court: Govt

SRINAGAR, May 31: Government today said it has issued number of orders wherein norms have been fixed for employment of locals by industries in the State but due to lack of a proper audit, High Court has stayed the orders.
In a written reply to a question of MLA Devender Singh Rana in Legislative Assembly, Minister Incharge Industries and Commerce Department, said the Government has issued a number of orders wherein norms have been fixed for the employment of locals by industries in the State and during the year 2013, the department has issued norms in the level of local employment by industries.
According to the norms, 90% watchmen/guards/driver/ peon/ office boy, 90% office staff including those of accounts sections, 70% qualified staff like engineers/ MBAs, 70% untrained technical staff, 60% graduates/ engineering diploma holders/ chemists/ ITI, 40% skilled operators, 50 % semi- skilled operators and 55% unskilled workers shall be inducted by the industries.
“However, cumulative share of local employees in all the categories shall be minimum of 55% of the total employees in a unit. There shall be increase of minimum of 5% every year in order to eventually reach 90% level in all categories,” the Minister said.
In his supplementary, Devendar Rana implied that the need to be intend from the Government to incorporate locals in these industries and a proper audit shall be done so that Government shall come up with an audited list. Replying to the supplementary.
No audit has been conducted so far due to the fact that Government orders have been stayed by the High Court in a number of writ petitions challenging the same, the Minister stated.”Moreover, 134527 skilled and unskilled youth of Jammu and Kashmir have been absorbed by the industries so far,” he further added.
