Sayed Rafiq Shah from NPP then stood up and demanded that Government must go immediately for  the `Nasbandi’ (castration) of these stray dogs  so that their increasing population could be controlled and scared people   of Srinagar city and visiting tourists get some relief and could move freely. His suggestion, however, created an element of  laughter among the members of the House.
