JAMMU, Feb 19: All India Backward Classes Union (AIBCU) urged upon the Prime Minister Narendra Modi to implement Mandal Commission report providing 27 % reservation to the OBCs in the Jammu and Kashmir.
In a meeting of the AIBCU held here today under the chairmanship of it’s state president Abdul Majid Malik, the Union welcomed the Prime Minister on his visit in Jammu tomorrow and reminded him of the two bills which have been passed by both the houses of Parliament.
One bill was for the change in nomenclature from “OSC” to “OBC” by making amendment in Reservation Act of 2004 for which gazette was too released. The second bill was for making amendments in Panchayati Raj Act, municipalities act and municipal Corporation Act for which gazette was too released on 12th of February 2024. Speakers explained categorically that in both the cases there is no mention of reservation quota @27% due for OBCs.
Speakers narrated that nomenclature change was the gate way for OBC reservation but in spite of the OBC nomenclature, due share fixed by the Supreme Court of india in 1992 vide it’s decision on Mandal report, change in nomenclature should have granted the due share but it is quite silent and deliberately blocked. Similar is the case of OBC reservation in local bodies, there too no mention of due share for OBCs.
All the speakers and participants raised their voice that by changing the nomenclature does not mean that justice has been delivered. So far and till date, passages of bills only served the purpose of front line OBC news by the govt. Nothing practical and real benefits have gone in favour of JK OBCs during the past ten years of BJP govt.
Besides, the self created categories like RBA/ ALC/LOC/ PAHARIS must be deleted from J&K as such categories do not exist anywhere in the country.
The speakers urged the PM Modi to recheck the passed bills and see that the due share @27% is attached with these bills. There is only noise of OBC reservation without due % age and the JK OBCs are not satisfied over futile exercises over passages of meaningless bills.
