JAMMU, Apr 30: A protest of different Jammu & Kashmir Backward Classes organizations under the banner of OBC Adhikar Tiranga Yatra, was held at Jammu city.
During the protest, the OBC leaders criticised the ‘discriminatory’ behaviour of PM Narendra Modi, Union Home Minister Amit Shah and J&K Lieutenant Governor towards JK-UT OBC masses.
All these organizations supported the Bharat Band call given by Rashtriya OBC Morcha and wing of BAMSEF seeking the caste based census-2023. They stressed that Census-2023 should have a separate column for OBC Samaj like Schedule Caste and Schedule Tribe.
The speakers lamented that 27 percent reservation in JK-UT Govt services has not been implemented as per Supreme Court Judgment, dated 16.11.1992 on Mandal Commission Report and 27 percent reservation in Panchayati Raj System and in Urban Local Bodies as per Article 243D-6 and 243T-6 of the Indian Constitution.
All J&K OBC Mahasabha & All J&K Backward Classes Federation and All India Backward Classes Union and Presidents of different OBC Castes and communities also strongly condemned the SO 537 dt 19.10.2022 of Social Welfare Department issued on the recommendations of Justice G D Sharma headed Socially and Educationally Backward Classes Commission. They alleged that this commission was working against the Mandal Commission identified JK-UT OBC castes & communities.
Bansi Lal Choudhary, Convener of OBC Mahasabha, said that the Modi Govt accorded 10 percent reservation to EWS for upper castes without calculating their population and without constituting any commission, whereas on the other hand, OBC masses having 52 percent population in the whole country as per census 1931 report are getting only 27 percent reservation in Central Govt services.
Similarly, he added, J&K Govt also implemented EWS reservation in the UT by saying that all Central Laws are now directly applicable to the J&K after abrogation of Article 370, but for 27 percent reservation for OBCs as per the Mandal Commission, the Government made Commission headed by non-OBC Chairman & members who kept the Mandal identified OBCs away from their fundamental constitutional right of 27 percent reservation.
The protest was attended by Faquir Chand Satia, President AIBCF; Mohan Lal Pawar, General Secretary OBC Mahasabha; Prof Kali Dass, General Secretary AIBCU; Kasturi Lal Basotra, Chairman OBC Mahasabha; Raj Kumar Chalotra, Ravi Dogra, Manohar Lal Tidyal, Kuldeep Chalotra, B N Bangotra and Amar Nath Bhagat.
Similar protest was also held at Srinagar under the chairmanship of Ghulam Hassan Sheer Gujri.
