JAMMU, Mar 30: Strange but true that several senior officers in the State Government are enjoying prize postings even after being booked in the Vigilance cases.
The State Government today released the list of such officers/ officials who have been booked by the State Vigilance Organization, while replying to the un-starred question of PDP Member, Firdous Ahmed Tak in the Upper House of the State Legislature today. The list also included several IAS/KAS officers, besides top engineers and Forest and CAPD officials. The Government also gave details of the property seized in some of the cases.
While giving details the Government replied that corruption is the major cause of concern and one of the biggest challenges that the Government faces. It revealed that S A Qureshi, the then Director P&D Department, C Dorjey the then Chief Engineer PDD, Mufti Farid-ud-Din the then General Manager DIC Srinagar, Shafat Sultan Member Secretary and Dr P R Dhar ACEO Central JKEDA have been booked under FIR No. 10/ 2015 by the State Vigilance Organization. These officials by misuse and abuse of their officials position and in criminal conspiracy conferred undue benefits to the firms and themselves.
A case FIR No. 33/2014 has been registered against the then Chief Engineer R&B Jammu K K Arora and others with regard to the collapse of 17 pillars of Devak span bridge at Utter Behni in district Samba. Vinod Goswami, the then Chief Engineer PHE Jammu, S P Kandra, the then SE PHE Jammu Urban Circle, Ashwani Sharma, the then SE Hyd Circle, Reyaz Ahmed the then Chief Accounts Officer, the then Xen A K Sachar and AEE Vishav Bandu have been booked in case FIR No. 9/2015 by the Vigilance organization.
In case FIR No. 8/2009, another senior officer Mehboob Iqbal (IAS), the then Divisional Commissioner Kashmir, Farooq Ahmed Shah, the then Addl DC Baramulla, Baseer Ahmed Khan (IAS) the then DC Baramulla, Garib Singh the then Tehsildar Tangmarg, Shabir Ahmed Pir and Ghulam Mohiuddin the then Naib Tehsildars, Girdawar Azad Farooq and Patwari Bashir Ahmed Pir have been booked by SVO for illegal transfer of State land at Gulmarg worth crores by misusing provisions of Roshni Act. Showkat Ahmed Wani, the then Managing Director, Handicrafts J&K , Ghulam Haasan Shalla the then Manager Kashmir Emporium and Mohd Ashraf Asstt Manager have been booked for drawing bills on fake claims.
Another case FIR No. 34/2014 has been registered against the then Medical Superintendent District Hospital Kathua Manoj Bhagat for demand and acceptance of Rs 20,000 as bribe. The case is under investigation. Under FIR No. 28/2010 Mohd Amin Nazki, the then cashier SMHS Hospital Srinagar, Accounts Officers – Farooq Ahmed, Mohd Shafi, Ghulam Mohd, Shaid Majid and Mohd Yaqoob have been booked for misappropriation of Govt money to the tune of Rs 80.36 lakh.
Abdul Majid Pir, the then Director CAPD Kashmir, Joint Director CAPD Abdul Hamid, Storekeeper Muneer Ahmed and Supervisor Showkat Ahmed Mandoo have been booked under FIR No. 27/2010 for misappropriation of food grains worth lakhs. Mehmood Rana, the then Dy Director CAPD Jammu, Ashok Kumar Pandita the then Assistant Director CAPD Mills, Krishan Chand the then AD Mills, Bhajan Singh TSO, Shamboo Nath Senior Assistant, Jasjeet Singh Supervisor Mahajan Roller Floor Mill Gangyal, Sudesh Kumar Kohli, the then Supervisor Om Mills and Kamal Kishore the then Supervisor Kissan Flour Mills, Kewal Krishan the then senior Assistant and others have been booked in case FIR NO 14/2006. The case is still under investigation for the last 9 years.
Hemant Kumar, the then Director CAPD, Saifuddin Giri, the then AD, Krishan Kumar the then AD, Zaffarullah Bhat ( AD) and three contractors of Paddar Kishtwar have been booked by Vigilance under FIR No. 10/ 2011. Narinder Singh, AD CAPD and Baldev Singh, Area Inspector have been booked in case FIR No. 1/2009. Amar Singh the then TSO Billawar, Jaswant Singh Storekeeper and two salesmen have been booked in case FIR No. 14/2012 for misappropriation of APL/BPL ration. In case FIR No 19/2012 the then TSO Sungri/ Chasana, Ghan Singh, storekeeper Ghulam Mohiuddin, Abdul Hamid SK, Ramesh Chander Bhagat the then AD Reasi and Kulbir Sing the then Accountant have been booked for misappropriation and fake withdrawal of Rs 66.19 lakh. Sujjan Singh, the then TSO Gulabgarh Paddar, Saroop Chand, the then TSO Gulabgarh, Ashwani Kumar the then TSO, Sanjay Kumar Storekeeper, Mohan Lal SK and two others from private firm have been booked under case FIR No. 7/2015.
Ajaz Ahmed Bhat, the then MD State Forest Corporation, General Manager Gh Hassan Marazi and contractor Shafqat Hussain Sheikh have been booked under FIR No. 16/2008 for irregularities in allotment of contracts for extraction of timber. M M Gupta the then DFO Udhampur, A K Gupta the then DFO Udhampur, M K Kohli the then DFO Udhampur, Rakesh Kumar the then Forester and Jugal Kishore the then RO have been booked in case FIR No. 01/2013 by Vigilance department. Mir Shafi Ahmed the then Chief Engineer R&B PMGSY, G A Sheikh Financial Controller, Statistics Officer K D Sharma, T R Salgotra SE and V K Puri Head Draftman have been booked in case FIR No. 4/2009 for fraudulent allotment of contracts.
Abdul Subhan Najjar, the then MD JKPCC, Nazir Ahmed Shah the then Chief Engineer R&B, M M Sharma the then Chief Engineer, Daleep Thusoo the then GM JKPCC, V K Channa the then DGM, S K Sethi the then DGM, Gopal Sharma the then AE JKPCC and Anil Sharma proprietor of M/S A K Constructions Pvt Ltd have been booked in case FIR No. 15/2011 in case pertaining to criminal conspiracy and illegal allotment of work of bridge (Ganpat) at Pul Doda over river Chenab in violation of standing norms and rules.
While the case FIR 3/2012 against Vinod Koul the then Relief Commissioner Migrants Jammu could not be proved, the then Commissioner Jammu Municipal Corporation Mubarak Singh and two others Mohan Lal Gupta and Kailash Gupta of Sector 7 Trikuta Nagar have been booked in case FIR No. 04/2012 and the case is under investigation.
Director Health Kashmir, Dr Saleem- ur- Rehman, Dr Gurcharan Singh Dy Director, Reyaz Ahmed Shah, the then CAO, Dr Abdul Rashid Dar, Dr Mushtaq Ahmed and Dr Abdul Rashid Shah from Baramulla have been booked in case FIR 34/2012 for purchase of sub-standard drugs and medicines.
Basharat Ahmed Dar (IAS), the then Divisional Commissioner Kashmir, Sheikh Ejaz Iqbal (IAS) the then DC Sgr, Mohd Afzal Bhat the then Addl Commissioner Kashmir, Mushtaq Ahmed Mailk, the then AC (R), Mohd Akram and Sheikh Muneer the then Tehsildars, Javed Ahmed the then Jt Commissioner SMC and others have been booked in case FIR No. 17/ 2014. Khawaja Farooq Renzu, the then DC Budgam, Sheikh Mohd Ayub the then ACR, Irdous Sultan the then Tehsildar and others have been booked in case FIR No. 19/ 2014 for alleged misuse of Roshni Act and illegal allotment of land.
