Official meetings are no pastimes

In fact, unless with every activity associated with one’s official duty, elements of responsibility and accountability are accorded inalienable importance, there was no fun in such official activity. At best , things could be left to chance and to one’s integrity as to how much the said activity one performed in a spirit of honesty and sincerity. Let us take the case of official meetings, unless we understand the purpose of such meetings and what benefits were forthcoming or envisaged to forth come and there was a proper follow up too , it was better to dispense with the very concepts of meetings and official deliberations.
It is learnt that responsible officers do attend meetings , in particular review meetings, without doing proper homework , without coming duly prepared and with the requisite data, especially in meetings presided over by the Lieutenant Governor. While such a casual and non serious approach to such important official meetings cannot be accepted, least condoned, it is imperative to know what action is taken against such officers . Do they need to be acquainted with the elementary or the rudiments of the very purpose of convening official meetings ? Most probably but unfortunately, yes. Actually, a review meeting is all about performance, about the targets set, achievements and problems faced and how to grapple with them and seek advice and instructions accordingly from the reviewer. It is another thing, to call a spade a spade, that targets are set but only on papers and rarely seen achieved within timelines.
Review meetings provide an opportunity to discuss about future targets, objectives and strategies. For such type of meetings, participants must be fully equipped with not only the latest status and position of a particular project, implementation of a scheme, fulfilling of and achieving a set target but any data and details relevant to the topic or subject even on comparative basis too, should be readily available with them. When any participant does not know even the tasks assigned where information about one’s performance could be asked for, obviously one would just attend such meeting for either a formality or press forward alibi of different hues. The General Administration Department being constrained to issue guidelines and elementary things or nuts and bolts about a review meeting where it was found that the attendees were generally not coming well prepared was tantamount to treating such meetings just as ordinary routines which did not augur well. We have been stressing upon the importance of imparting trainings and holding workshops preferably on Sundays so as to not consume working days of office , in respect of things and issues like the ones under reference. In top business institutions and commercial establishments, regular trainings and workshops are held which beside imparting a sense of importance of holding such workshops, make them aware of, accountable and answerable towards their expected role.
We hope, pursuant to the guidelines and instructions issued by the General Administration Department about attending such review meetings, especially chaired by the Lieutenant Governor, would be meticulously complied with. It would be felt by well prepared participants that they could contribute much , positively and constructively to issues of development and implementation of Governmental schemes in such meetings .Ideas could be developed , emerging problems addressed , on the spot decisions taken, enthusiasm and performance appreciated and thus creating an atmosphere of a common purpose , that of bettering the lot of an ordinary citizen of the UT
