‘Officials showing little respect for statutory duties under PSGA’

JAMMU, Apr 19: Reprimanding the officials for showing little respect towards their statutory duties with regard to Public Service Guarantee Act (PSGA),  Additional Deputy Commissioner Jammu has directed Assistant Commissioner (Revenue) and  Sub-Divisional Magistrates to sensitize  the Designated Officers (DOs) of Revenue Department.
These observations and directions by ADC Jammu Shushma Chouhan have come while   disposing off an appeal against Tehsildar (Settlement) Jammu, Naib Tehsildar (Settlement) Bahu Trikuta Nagar and Patwari of Village Chowadi for causing inordinate delay, mental torture, harassment and agony to the appellants in providing Fard, which is a notified service under PSGA.
As per the appeal, the appellants had applied for a Fard through Single Window System of DC Office Jammu on August 21, 2012. However, the Naib Tehsildar Bahu and other officials took more than five months in putting up signature on the Fard and completing other required formalities thus forcing the appellants to file a second appeal before ADC Jammu.
After going through the entire matter, the ADC who is Nodal Officer for PSGA of District Jammu, held Naib Tehsildar Bahu Sarvar Lone fully responsible for lacking duties entrusted upon him under the PSGA and warned him to be extremely sincere and vigilant in dealing with his statutory obligations under the Act in future.
“Though, this is a fit case for imposing penalty under  the PSGA, I refrain from imposing any fine upon Sarvar Lone because he was ignorant of the consequence of being a defaulter,” the ADC said and  directed Assistant Commissioner (Revenue) Jammu, SDM  R S Pura, SDM Akhnoor and Tehsildar Bishnah to conduct thorough training and sensitization sessions for DOs of the Revenue Department under their Administrative Control.
In the training sessions, the officers have been asked to particularly focus on Maintenance of Registers under PSGA and  emphasizing that it is the Designated Officer who is solely responsible for providing service and any failure in this respect shall be attributed to him.
