Order probe in violation of Agrarian Reforms Act: JKSAC

JAMMU, Feb 27: The Jammu Kashmir Sharnarthi Action Committee (JKSAC), an organisation of DPs of 1947 from PoK, has reiterated its demand for constitution of a high level committee of experts to probe the violation of Agrarian Reform Act committed by certain officers/officials of Revenue department resulting into the misappropriation of lakhs of kanals of Evacuee land left by people who migrated to PoJK of Pakistan in 1947.
The lakhs of kanal of Evacuee land has been swallowed by high profile political leaders, bureaucrats, non-players having nexus with certain revenue officers/officials.
The participants in the meeting appealed to Union Home Minister Amit Shah to take cognizance of this sensitive issue and issue strict advisory to UT Govt of J&K to constitute a high level committee to probe the violation of Agrarian Reform Act and misappropriation of lakhs of kanals of evacuee land. If the matter is investigated properly then it will prove biggest land scam, they not of J&K but even of India.
Addressing the meeting at Kathua, Gurdev Singh president alongwith Bhushan Sharma, Darshan Kumar Sharma, Dr Paramjeet Raina and Amarjeet Singh said that how much incredible it may sound but it is a hard truth that Revenue Dept is in itself a govt within government. Most of the officers/officials of the Revenue Deptt violate the Revenue laws and are making fun of it. He said that their unchecked unlawful activities compelled many people particularly DPs of 1947 to go for litigation in connection with the restoration of their legally allotted land and when the judgments/orders are passed by Courts/Tribunals and officers delegated with Agrarian Reform powers in favour of DPs as per laws are not implemented by many Tehsildars and Patwaries and are again compelled to approach the higher court.
He said as per a J&K Govt report submitted to GOI, approximately 27 lakhs kanals of land vacated by people who migrated to POK or Pakistan in 1947. As per the data given by Custodian General to J&K govt and GOI only 6,11,122 kanals of these evacuee lands was allotted to 22,719 families of PoJK and 46,000 kanal of lands was given to West Pakistani refugees. Where the rest of land has gone it has never been disclosed by Custodian General or govt till today despite of asking many times needs high level probe. He said that out of 22,719 families who were allotted evacuee lands as per govt. prescribed scale, over 8000 families are still having the deficiency.
Singh said in 1976 a high level committee was constituted under Chief Secy which identified 2,27,000 kanal land illegally encroached but its fate was never known.
