Over Rs 76 lakh spent on 4 Enquiry Commissions

JAMMU, Feb 28: An amount of over Rs 76 lakh was spent on four Enquiry Commissions in Jammu and Kashmir while as 23 Magisterial/Judicial Inquiries are still going on.
This was informed by Minister for Law, Justice and Parliamentary Affairs in a written reply to the question of PDP MLA Syed Basharat Ahmad Bukhari in the Legislative Assembly.
An amount of Rs 52.96 lakh was spent on Justice H S Bedi Commission, which was constituted to look into the causes and circumstances that led to death of National Conference worker Syed Mohammad Yousaf at the Chief Minister’s residence and fix the responsibility for lapses, if any, committed by any person in discharge of duties under law.
Similarly, an amount of Rs 9.55 lakh was spent on Justice Muzaffar Jan Commission. This Commission was constituted to enquire into causes and circumstances which led to death of Neelofar Jan and Asiya Jan in Shopian. Following submission of report by the Commission, the case was subsequently handed over to CBI for investigation.
An expenditure of Rs 7 lakh was incurred on Justice Syed Bashir and Justice Y P Nargotra Commission, which was mandated with the task of conducting enquiry into the events resulting in the death of 17 persons in Kashmir Division.
This Committee has yet not submitted its report as the High Court has restrained the Commission from finalizing its report.
According to the Law Ministry, an amount of Rs 6.87 lakh was incurred on Justice R C Gandhi Commission, which was appointed to enquire into the incidents of violence and arson in Kishtwar district. Though the Commission has submitted its interim report yet the final report is still awaited.
Justice M L Koul Commission, which was appointed to look into the CRPF firing incidents that led to killing of four persons in Shopian in September 2013, has yet not completed its task and the two months extension was granted on January 3, 2014.
In reply to question of another PDP MLA, Ch Zulfikar Ali, the Law Minister informed the House that 23 Magisterial/Judicial Inquiries are still going on.
