Package for return of migrants

Sir,
Refer DE dated 23rd May, 2014 “MHA comes up with detailed package for return of migrants”. In this connection I would throw light on a few points. Kashmiri Pandits who were forced out of the Valley in 1989 and onward- a good percentage of them got adjusted outside the valley across the country either by dint of their hard work on the basis of their qualification academic or technical or by exploiting their all means even by selling their ancestors property in distress only to ensure the adjustment or rehabilitation of their wards.
At the time of migration in 1989-90 a young boy of 15 to 25 is at a middle age now and is conjectured to have convalesced at some point making some source of sustenance. He cannot be expected to wind up from there and beseech rehbilitation in the Valley. Likewise for  person in the age range of 45-50 at the time of migration cannot be expected to return at this late stage of life if at all surviving and physically agile.
The move to rehabilitate better suits those who opt for it. This can be better implemented by providing them Government jobs unconditional on the basis of merit/qualification academic and technical; provide them adequate accommodation in specified locations with permanent security.
However cash doles and other pecuniary assistance be paid to such volunteers who seek rehabilitation in their previous places. Hapless youth from the KP community who could not migrate for one reason or the other may also be accommodated in the rehabilitation package and for its benefits.
The previous employment package that has faced many boulders has been bruised severely. Even from 2008 it has not been implemented due to mysterious drawbacks known to bureaucracy of  the State. It is expected the new set up may prod the State bureaucracy for the ongoing partial attitude so as to make it a little flexible, congenial and friendly.
It is earnestly requested that the new set up may please be compassionate to the urgencies the community is faced with. Before giving any practical shape to the rehabilitation programme some luminaries from the community be consulted in this connection before any step regarding rehabilitation of KPs is being taken. It may not be confined to the few nominated by the Government in its apex community.
