Panel constituted for successful conduct of B2V’s 4th phase

JAMMU, Sept 14: Government of Jammu and Kashmir today constituted a committee for successful conduct of “Fourth Phase of Back to Village Programme (B2V-4)”, which is going to start soon in the Union Territory with focus on generating awareness about all prominent schemes of various departments, Digital J&K, online services, generation of employment in villages, besides taking stock of the grievances of the people and their redressal on priority.
Principal Secretary Higher Education/Information Department Rohit Kansal has been appointed chairman of the Committee whereas Commissioner/Secretary Department of Rural Development & Panchayati Raj, Divisional Commissioner Jammu, Divisional Commissioner Kashmir, Commissioner/Secretary Revenue Department, Commissioner/Secretary Social Welfare Department, Commissioner/Secretary Information Technology Department, Secretary Youth Services & Sports Department, Secretary GAD and Secretary of Panning, Development & Monitoring Department will be its members.
The Committee will finalize the schedule of the Back to Village Programme, design its content and decide upon the exact information/details to be collected at Panchayat level. It will also decide the type of activities to be undertaken during the Programme, which will be coordinated by Planning, Development & Monitoring Department along with Department of Rural Development & Panchayati Raj.
The mandate of allocation officers of Panchayats for the Programme has also been given to the Committee and General Administration Department as well as Department of Rural Development & Panchayati Raj will coordinate with it for the successful conduct of the Programme.
According to sources, some Union Ministers are likely to participate in the activities to be conducted in different parts of Jammu and Kashmir during fourth phase of Back to Village Programme as the LG administration has approached some of them for participation in the Programme.
Sources revealed that officers of Central Government may also participate in the activities to be conducted under B2V-4 and requisite directions have been passed to the concerned department to make necessary arrangements for the successful conduct of the Programme.
“During the programme, focus will be on generating awareness about prominent schemes of various departments, Digital J&K, online services, formation of Youth Clubs, generation of employment in villages etc, “sources said, adding, Administrative Secretaries , who are also the Mentors of different districts of the Union Territory, have also been told to visit their respective districts during the Programme.
Pertinent to mention here that the Back to Village Programme was started in the year 2019 with focus on four main goals—energizing panchayats, collecting feedback on delivery of Government schemes/programmes, capturing specific economic potential and undertaking assessment of needs of the villages.
