Not to speak of major towns in the State, even the twin capital cities of Srinagar and Jammu are bearing the brunt of unplanned development owing to paralytic town planning organizations, which are supped to be at the forefront in planning the cities and towns. The growth of the capital cities during past several decades has been unplanned and haphazard and slums and unhealthy habitats have come up which make the city look uglier than before. Even the so-called Master Plans for the two capital cities have serious flaws because those at the helm of affairs are either not adequately qualified to draw the Master Plan or take their job with utmost non-seriousness. The result is that the two cities have lost grace and attraction in absence of vital civic amenities and infrastructure. At present Town Planning Organizations have only two-three qualified town planners despite having vast area to handle for ensuring planned development. In the absence of trained manpower we cannot expect them to do justice to the task assigned to them of preparing blue prints for the development of habitats and colonies. Town Planning Organizations have not only to do paper work while sitting in the office rooms. They have to undertake good deal of field work and do good deal of leg-work. Unless they are provided with all necessary equipment and wherewithal, we cannot expect them to deliver the goods.
Entire towns of the state, big or small, all are their concern because we need planning for these towns also if we want to change the face of the State.
