Patwari in Vigilance net

SRINAGAR, Apr 24: The Vigilance Organization Kashmir has booked two persons, including the then Patwari Halqa Midora, Tral for manipulating the revenue records to confer undue pecuniary benefit upon the private persons and depriving the State Government of income on account of the stamp duty against sale and purchase of land.
A case FIR number 13/2014 under Section 5(1)(d), J&K PC Act Svt 2006 read with Section 468, 471, 120-B RPC has been registered at Police Station VOK against Muhammad Ayoub, then Patwari Halqa Midora Tral and private person Farukh Jahanzeb of Awantipora Pulwama.
As per the case, the accused Farukh Jahanzeb had purchased 9 kanals and 8 Marlas of land under Khasra number 78,82 and 97 in the year 2009 for an amount of Rs 32,00,000/- at village Midora Awantipora under mutation number 1812 dated 28-07-2007 and simultaneously under Mutation number 1817/1 dated 24-08-2007. Out of the said land eight kanals were shown gifted to Gulzar Ahmad Lone of Chak Noorpora Tral and Gulzar Ahmad Sheikh of Chak Rajpora Halqa Noorpora Tehsil Awanitpora in equal shares by the accused Farukh Jahanzeb. However, the same eight Kanals of land was again shown mutated and transferred in the name of Farukh Jahanzeb vide mutation numbers 1844 dated 19-10-2009. The accused by entering into conspiracy with the said Patwari fraudulently and through fictitious mutations tried to save it from attachment by investigating agency.
The investigations revealed that the mutation registers bearing printed Serial number 9470 to 9495 bearing mutation number 1794 to 1817/1 and 1818 of Medora were prepared fraudulently by the said Patwari under fictitious signatures of then Naib Tehsildar Abdul Wahab Rather who had already expired in 2007. The mutation numbers 1812 and 1817/1 were shown attested on 28-07-2007 and 24-08-2007, respectively (in back date). However, it transpired during enquiry that the fraud mutation was effected in 2009.
Further investigation into the matter is in progress.
