PCA demands reorganization of clerical cadre

JAMMU, July 1: Provincial Clerks Association, Jammu has once again raised the long outstanding demand for reorganization of clerical cadre working in the offices outside the civil secretariat.
President of PCA Jammu, Krishan Singh, said that reorganization of clerical cadre is imperative in order to streamline the work load as well as to provide ample promotional avenues upto gazette level as in almost all the departments the clerical cadre is facing acute stagnation.
He said the clerical cadre very often retires from the post upon which they were appointed and this kind of situation is monotonous and agonizing. He said added that the Governor’s administration has recently reorganized the staff working in Advocate General’s office and the Department of Litigation as well.
“The clerical cadre is required to be reorganized so that the present incumbents are able to get promotion upto gazette level i.e the administration officer/private secretary and above in proportion to their strength viz a viz their counter parts in the civil secretariat,” he asserted and added that creation of posts in various departments is done on highly whimsical manner and clerical cadre in these office have to work in harsh conditions and tiresome circumstances.
Singh also raised the demand for up gradation of Head, Senior and Junior Assistants retrospectively from 1-1-1996 notionally and from 19-2-2003 monetarily as the State Government has issued order for their up gradation prospectively.
