PCB employees denied promotion chances

JAMMU, July 16: JK Pollution Control Committee employees in series of meetings held recently on the stagnation faced by all cadres of the Board viz. Administrative, Technical, Scientific and IT Wing discussed the acute stagnation faced by the employees of the Board for not getting single promotion for the past more than 21 years.
The aggrieved stagnated employees expressed their deep concern on the career prospects of the employees despite several directions were issued by the NGT and Supreme Court for the strengthening and reorganization of the Board.
The recent directions issued by the NGT Principal Bench New Delhi in where directions have been issued to Chief Secretaries of all the states to fill up the vacant posts by competent persons with required qualification and to strengthen the Board for proper implementation of its mandate.
There are several directions issued where time bound directions have been issued for strengthening of the man power of PCB. But no tangible results have come so far despite lapse of more than 21 years and as a result employees of JKPCC are disgusted and disappointed.
In other similar departments like Health, Police, Fire Services and Forest Protection Force, the reorganization has been done and promotional avenues have been created for the employees of those departments but in PCB no recruitment rules, no promotion avenues have been created for the employees and no reorganization has been done for the past 30 years while mandate of the Board has increased manifold.
The Board in its 34th meeting has also expressed the urgency of reorganization which was earlier decided in 2009 in its meeting but employees of the Board are helpless for not getting their promotion for the past more than 21 years. The employees expressed their anguish and despair that no immediate results are coming up. The employees of the Board already submitted a memorandum to its Chairman and Member Secretary but no results have come so far. Therefore all the aggrieved employees of the Board appeal Chief Secretary to address the genuine grievance of the employees which included immediate promotion for those who are stagnated for more than 21 years and formation of service rules and reorganization of JKPCC.
