JAMMU/SRINAGAR, Jan 8: Engineers of PDD, under the banner of Jammu & Kashmir Electrical Engineering Graduates Association (JKEEGA), today observed one-day mass protest leave and held demonstrations for their regularization as per the State Administrative Council (SAC) decision of 2019.
Massive day long protests were held at Gladni-Narwal Complex Jammu and Bemina Complex PDD in Srinagar wherein senior Engineers, right from Chief Engineers, Superintending Engineers, Executive Engineers, AEEs up to Junior Engineers were on one day mass protest leave against the alleged administrative apathy on the issue of regularisation. Various unions of non gazetted technical and clerical cadres had extended support to the call of JKEEGA.

Er Sachin Tickoo, General Secretary JKEEGA, while addressing the protesting Engineers in Jammu and Peerzada Hidayatullah, president JKEEGA in Srinagar, expressed strong resentment over failure of the Government for not having been able to regularise even one Engineer of PDD in the previous four years, despite the fact that to address this chronic issue in Power Development Department, the State Administrative Council in its meeting held on 22.10.2019 had mooted the proposal for regular promotions in the PDD on fast-track basis at the departmental level without referring to Public Service Commission as one- time exemption.
The protesting Chief Engineers and Superintending Engineers, while speaking at the venue, narrated the apathy faced by them as they are superannuating in the grades of Assistant Engineers or even Junior Engineers.
The protesting PDD Engineers also rued no progress over their Assured Career Progression, despite the fact that the State Cabinet vide its decision no: 109/6/2018 Dated: 11/05/2018 had approved the scheme for Engineering Gazetted Services along with the similar scheme for the Gazetted Police and JKAS services.
Further, they said, there has been no proportionate increase of manpower at all levels even as the PDD assets increased by nearly 5000 times. “The creations proposed in the unbundling committee reports and also by the respective Boards of the JPDCL/KPDCL have not been implemented. The situation is grave as multiple charges at top level are assigned to single person which has burdened engineers beyond a limit and badly dented the performance of these corporations keeping in view volume of work that a single person has to dispose off,” they added.
Seeking intervention of Lieutenant Governor and Chief Minister J&K for resolving this long standing issues, JKEEGA threatened to hold 48- hour protest after 21 days from today in case the Government doesn’t take tangible steps over the projected issues and demands.
