We have, all along been voicing our concern for not giving due and serious importance and utility to conducting periodic audits in Government departments and due to peculiar condition of the status of construction of bunkers in border areas of Jammu and Kashmir the need of their audit which was duly acquiesced by the State Finance Department in March 2019, which was not only due but much required as well. It was expected from the Government to walk the talk but to our dismay, it has been learnt that the idea has been dropped and that too, without giving any tangible and cogent reasons.
Not only that, even non reimbursement of Rs. 2.17 crore under Security Related Expenditure scheme of the Union Ministry of Home Affairs is left unresolved. Once audit would have taken place of the individual bunkers, much could have been learnt as to the causes of slow pace of construction for which a huge amount of Rs. 416 crore sanctioned by the Union Home Ministry is at stake. Red tape, procedural lethargy, non pinpointing of accountability and sharing responsibility are eating into the vitals of the system and while we would like to know the causes of rescinding of the audit decision, we would like to have an early audit and inspection of all bunkers to set aside various speculations.
