Author of the Article, “Plea to new Education Minister”, (published in this paper on 17th March) has introduced very good suggestions to be incorporated by our J&K Government while framing transfer policy for the general transfers of teaching staff of our Education Department. The writer has rightly evolved and suggested that the teaching staff who opt for city postings, should be given normal prevailing City Compensatory Allowance and to the staff posted in remote and rural areas should be given special allowance under the head “Rural Area/Village Allowance” and that too, double or three times more than “City Compensatory Allowance” so that if any one opts for city posting that should be at the cost of special allowances.
Next, the H.R.A.( House Rent Allowance) as well as Medical Allowance for the rural/village postings must also be definitely double than the city postings.
This way, many of our teaching employees shall prefer to serve in villages and remote areas for availing “Special Village Compensatory Allowances”, double House Rent Allowance as well as Medical Allowance. Accordingly, automatically by and large the mad race for city and town postings shall slow down and wither away and preferences for City postings of our employees shall tilt towards villages and remote areas because of availability of handsome special allowances for village postings. And the result shall be focus on villages and remote areas and the students community of these areas shall also be very well served who are otherwise the sufferers because of all good teaching staff’s mind set for city postings.
