Plea to Education Minister

Sir,
Distance mode is the option available to the in-service employees to acquire higher degrees for the benefit of themselves as well as the department
But a lot of chaos and confusion has been created by the State Government by issuing several SROs from time to time in this regard that have almost put a question mark on distance mode certificates.
Recently, the School Education Department issued Government Order No. 940 Edu of 2017, Dated : 17-11-2017. The order has addressed the issue in a positive manner but the authorities that are to look after its implementation are adding to the confusion than simplifying the process.
Through all SROs the degrees obtained from Kashmir University, Jammu University and IGNOU (Distance mode)   were held valid. But now the officers at the helm are  asking for Bonafide Certificate” on the given proforma from the candidates who have obtained degrees from IGNOU and even withheld the promotion of deserving candidates for want of the  same. It is ridiculous.
I would like to draw the attention of Education Minister and higher authorities to intervene so that red tapism is not encouraged and genuine degree holders are not harassed. There is no such need for IGNOU candidates and the process shall be stopped at the earliest.
