JAMMU, May 17: J&K Polytechnic faculty and staff have demanded implementation of AICTE pay scales, service conditions and qualification for the teachers and other academic staff in technical (Diploma) Institutions vide AICTE Regulations 2010 dated 05.03.2010.
The faculty pressed for introduction of AICTE Pay scales before the implementation of 7th Pay Commission in the State and adhere the AICTE rules and regulations. They submitted that all the Polytechnics offering diploma program in Engineering & Technology are governed by the rule and regulation of All India Council for Technical Education New Delhi and their recognition is mandatory for running the Diploma Engineering Programmes. The pay scale , service condition and qualification for the teacher and other academic staff in Technical Institute (Diploma) regulation 2010 have already been notified by AICTE vide notification reference F.NO:-37-3/Legal/2010 dated 22 January2010, they informed.
Most of the States in the country, including Haryana, Rajasthan, Tamil Nadu, Delhi, Maharashta, Goa, Chandhigarh, Karnatka, Kerala, and Andra Pardesh, Telangana etc have already implemented the AICTE pay scales for diploma level institution i.e Polytechnics.
The faculty of the Polytechnics used to be in higher scales in comparison to present scales but they have been downgraded from time to time. The position of the Principal was equivalent to Chief Engineer and many renowned and dynamic Chief Engineers of the State like G H Khan, JB Nanda etc were deputed and posted as Principal Polytechnics, they said and added that the pay scale of ITI staff has already been revised by the department while in case of Polytechnic the implementation of AICTE was ignored.
Alleging discrimination, the Polytechnic faculty said that the AICTE notification of pay scales has been implemented by J&K State in case of Government College of Engineering and Technology Jammu vide J&K Finance Department notification vide SRO 235 dated 25/04/2013 while same has been ignored and turned down at that time in case of Polytechnics. Pay anomalies in School, Higher and Technical Education (in case of ITI) have been addressed by the State Government excepting the Polytechnic faculty as UGC norms, the revised scale of higher secondary lecturer and revised scale of school teachers have also been accepted and implemented in the State, they added.
