JAMMU, June 10: Sunil Prajapati, president BJP OBC Morcha J&K UT, called on the Chairman, National Commission for Backward Classes (NCBC), Hans Raj Ahir, at New Delhi today and apprised him about the various issues relating to discrepancies and discrimination in reservation to the Other Backward Classes (OBCs) category in J&K and handed over a memorandum to him in this regard.
Prajapati apprised the Chairman NCBC that J&K UT Government has added 15 more castes to OBC category taking total to 41 castes and some of the existing castes have been modified as listed at Annexure D to SO 176 of 15 March 2024. As per the SO 176 word ‘Rural’ has been removed from four existing castes i.e. Barber, Kumhar, Dhobi and Teli from the OBC list and in some other cases synonyms of the caste have been added. However, the Centre OBC list has not yet been updated in accordance with Annexure D to SO 176 of 15 March 2024, which is great injustice with aggrieved people of OBC category.
Prajapati also apprised the Chairman NCBC that creamy layer rules as prescribed by the Government of India are not being adhered to by the J&K UT Government while issuing OBC certificates for J&K UT but continue to apply the creamy layer rules formed by erstwhile J&K Government for Social Caste (OSC) Category vide which only 2% reservation was provided, as such the income of all family members including from salary and agriculture land was to be calculated towards annual income so as to reduce the number of OBC aspirants. He said while as per Centre Government rules on creamy layer, which is adopted by all States of the country, income from salaries and agriculture land is not calculated towards Annual Income.
Prajapati also apprised the Chairman NCBC that OBCs in J&K after including 15 more castes are around above 27%, while J&K UT Government has provided only 8% reservation as per SO 176/2024, which is great injustice and discrimination.
The Chairman NCBC assured favourable action to address the grievance of the OBCs positively.
