Prioritise skill development

Sir,
Human resource is an important social resource which can tread the nation on the path of progress and prosperity. However, the same resource can prove dangerous for the society if it is not channalized in a desired direction.
There has been no visible social tranformation during the post independence period. Elite of the society have not shown any sincere interest in  capacity building process. Instead they have indulged in political gimmicks. Schools have been built but dedicated teachers are not available. Health care centres are opened but no trained and skilled staff is available, police posts are established but there are no professionally trained personnel to combat crime.
Capacity building at the grass root level is lacking. Capacity can be built by investing in human resource like providing quality education, ensuring health and longevity.
It is high time for civil society to organise movements to resist such public policies as are detrimental to the basic interests of people. Education sector, health sector and such other areas should receive priority to develop skill and capacity in human resource.
