In a significant decision, the Administrative Council (AC) approved a comprehensive set of priority work for all departments for the fiscal year 2023-24. This list of priority works builds upon a unique initiative introduced by the Government of Jammu and Kashmir in the previous fiscal year. It involves identifying specific deliverables for each department and setting defined timelines for their accomplishment. This exercise was carried out in consultation with the respective departments, and the targets were established on a monthly, quarterly, half-yearly, and yearly basis. The deliverables encompass various developmental projects, improvements in service delivery, revenue generation, welfare initiatives, and other core activities specific to each department. The divisional and district administrations prioritised the implementation of these departmental deliverables by engaging in proper planning, assessment, and gap analysis to ensure timely action and achievement of the set targets.
The LG administration has taken a forward-looking approach and implemented innovative methods to monitor the progress of targeted projects regularly. By moving away from traditional paper-based processes, they have established efficient systems that allow for time-to-time evaluations. Any shortcomings or delays are promptly identified and addressed, with the concerned department being alerted accordingly. The administration has also streamlined financial aspects, permissions, and inter-departmental coordination. The timely resolution of these matters has played a crucial role in ensuring the timely completion of projects. These initiatives not only define the quality and quantity of departmental services to be provided within specific timeframes but also aim to enhance efficiency and productivity through improved inter-departmental convergence and coordination. This achievement is particularly significant, considering the history of projects lingering for prolonged periods in the past.
