Provide 27% quota to OBCs in JK UT: AIBCU

JAMMU, Oct 23: All India Backwards Class Union (AIBCU), J&K unit has reiterated its demand of granting 27% reservation to the OBCs in the UT of Jammu and Kashmir.
A spokesman of the BCU said that in view of the govt statement over OBC reservation in J&K in Panchayats and Urban Local Bodies( ULBs) with a rider ” OBC reservation should not breach 50% quota, the matter was discussed thoroughly during meeting here and it was concluded that the reservation for OBCs in Panchayats and ULBs is being granted only in view of the abrogation of Art 370.
Now, the question arises when the govt claims that Art 370 has been abrogated and that is why reservation is due for OBCs in JKUT in Panchayats and ULBs, then what about 27 % quota for OBCs in jobs and educational institutions.
Only claiming the abrogation of Art 370 will not serve the purpose but what so ever is due for OBCs under JK-UT must be granted .
Participants also reminded the Government for its full page advertisements given in every news paper after August 5, 2019 that OBC will get their due share but even after the lapse of more than four years of the abrogation of Art 370, Govt is only talking about Panchayats and ULBs reservation.
So far as the 50% rider is concern, it is submitted that there are only two types of reservations, one the vertical and other is the horizontal. OBC, SC and ST reservations are vertical and rest of the reservations are the horizontal. So after granting 27% quota to OBCs, the rest of reservations like RBA, ALC/LOC and Paharis will all go into the horizontal reservations.
He said Govt should not reduce the OBC quota under any circumstances as the OBCs of J&K have been waiting since Apex Court’s judgement of 1992 on Mandal Report. After the abrogation of Art 370 , these people had great hope which is still no where on papers. Only talking about Panchayats and ULB reservation without 27% job reservation and in educational institutions, it will only indicate double standard of the ruling party, he added.
