PSC selected candidates without posting as Deptt utilises their quota

Srinagar, Nov 25: Six candidates who were selected by the Public Service Commission (PSC) as Superintendents in Industrial Training Institute (ITI), Technical Education Department, are waiting for their postings since their selection in August this year as the department has illegally utilised their quota.
These candidates Aijaz Ahmad Wani, Fida Hussain Bhat, Mubashir Hafiz Jan, Amandeep Singh, Sahil Rashid and Talat Mehmood were selected by the PSC vide Notification No 29-PSC(DR-S) of 2013 dated 23-08-2013 in Technical Education Department.
Sources say that their posting is still awaiting as the Department has illegally utilised the direct quota posts vide Government Order No 39-Edu(Tech) of 2012 dated  15-02-2012.
For  three months  after their selection by the PSC, the selected candidates were not posted and last month vide order No 189-Edu(Tech)of 2013 dated 25-10-2013, they were placed in the Directorate  of Technical Education without proper posting at a time when large number of ITIs in the State are headless.
The promotion of departmental candidates on the posts of Superintendents and supervisors and junior Engineers meant for direct recruitments is in gross violation to Government Order No 107 GAD of 2007 dated 18-01-2002 after the Cabinet decision No 186\15 dated 27-12-2001 which restricts the Administrative Secretaries of the Government from such promotions.
The Government order says: “It must be ensured that no promotee is put in the direct recruitment quota, temporarily or on stop gap or adhoc basis when such direct recruitment posts have not been referred to PSC\SSB.”
According to the SRO 328 dated 29-08-2002 the mode of recruitment for the post of Superintendent is 50 per cent by direct quota and 50 per cent by promotional quota from the category of Supervisors having Degree, Diploma or ITI+ATI in Engineering Trade.
Records of the department suggest that 10 departmental candidates are working against direct quota of Superintendents in the department. Out of these 10 posts, 6 posts were referred to the PSC in 2012.
Eight of these 10 departmental candidates who are working as Superintendents against the direct quota posts were appointed vide Government order No 39 -Edu (tech) of 2012 dated 15-02-2012. Four of them Bashir Ahmad Beg, Javed Hussain Wani, Abdul Rashid Bajard, Muzaffar Ahmad Shah were neither eligible for the post of Superintendent nor possess requisite qualification for the post as per the SRO 145 of 2002 governing SSR of Technical Education.
An Engineer graduate, Munir Ahmad, says that by promoting the departmental candidates to the direct quota, the Department is blocking the entry of Engineering Graduates into the department by violating its own recruitment rules. He said that around 2000 Engineering Graduates are unemployed in the State and vested interests are blocking their entry into the various Departments where 50 per cent posts are meant for direct recruits and 50 per cent for departmental candidates.
As per the records of the department, besides hundreds of vocational instructors, six Superintends, four inspector of trainings, two Superintendent Technical, eight Junior Engineers, five Supervisors, twenty eight Drawing Instructors  are vacant in the department for which the requisite qualification is Graduate\diploma in Engineering but the department has not  referred these posts  to concerned agencies. Sources say that department is planning to elevate departmental candidates against some of these posts.
