Public friendly police

Sir,
It is matter of great concern for the Police Department of the State as how to enhance Police Public relations for better maintenance of Public Order to usher congenial atmosphere required for all sort of developmental activities and crime free society. Among various such measures, the main thrust of the Police Department in J&K State is laid on Police Public meetings, organizing of sports activities, constructional activities, distribution of reading material, sports kits, clothing material, talent hunt search programmes, plantation drives etc.
Basically all such activities are created and carried under the  rubric i.e ‘Civil Action programmes’. The motive behind such activities is to inculcate the feelings of ‘Public friendly police’ with the expectations from the public for better co-operation during any sort of law  and order problems.
While in service, I too remained associated with such activities but practically speaking, the ground reality is that practically co-operation as expected from the public never comes forth due to these CAP activities  and ‘Public friendly police’ concept does not appear to register place in the hearts of the people. Except consolation that police is also doing social works apart from its basic duties, nothing fruitful for the police. It is right time to think and deliberate whether such ‘CAP’ programmers’ are to be continued or are to be shelved. For such programmes there are independent departments of social welfare, sports, education, forest and works. The main thrust of the department for enhancing the Police Public relations should to eradicate crime from the society, better traffic management and to provide congenial atmosphere for free movement to the fairer sex as these achievements will be a step towards ‘public friendly police’.
