Pvt schools asked to produce NOC

JAMMU, Apr 18: In an attempt to discourage illegal possession of State land by private schools, all these education institutions have been asked to submit a No-Objection Certificate regarding land use, to be issued by the Revenue Department.
A notification in this regard has been issued by the School Education Department following amendment in Jammu and Kashmir School Education Rules, 2010 by the Lt Governor J&K.
According to the notification, the application for grant of affiliation/extension of affiliation/up-gradation/addition of stream shall now be accompanied by No-Objection certificate regarding land use, issued by the Revenue Department, Government of J&K.
Further, the application shall be accompanied by the documents relating to possession of the land required for building, playground etc, in case the applicant is the owner or a lease deed with a minimum period of 10 years, in case a private school is proposed to be run in a rented land/building.
Following this amendment in the J&K School Education Rules, 2010, the J&K Board of School Education on last Saturday issued a notification directing all the heads of the Private Academic Institutions of Jammu and Leh, who have applied for grant of affiliation/extension of affiliation/up-gradation/addition of stream through online mode upto July 31, 2021 before switching over to the online mode, to submit a no-objection certificate regarding the land use on a prescribed format within seven days.
“Failing issuance of the said NOC, their cases shall not be considered for grant of affiliation/extension of affiliation/up-gradation/addition of stream as the case may be,” further read the notification.
Meanwhile, several school heads complained that they were facing difficulty in getting the required NOC from Revenue Department officials, who were asking them to visit later as they claimed to be busy in other works. This is harassment to the private school owners and a source of corruption for the Revenue Department, they alleged.
